Sub: Corruption in North East affecting development & poor people
Ref : BJP's Fact Finding Committee Report on the Scams of North East

Your Excellency,

The whole Nation is worried about the scams taking place in India. It is sad that 2010 was the year of scams. Confidence of the common man is shaken. Scams are affecting the development and pushing up the prices/mehangai.

Thousands of crores corruption in the North East States has affected the life of people. Development is suffering. Chief Minister, Ministers, Executive have been charged for corruption. Resources/funds of social welfare schemes, public distribution system are misappropriated, embezzled. Hardly 15% of the eligible poor, bpl families are getting foodgrain of PDS in north east. Rice to be distributed through public distribution system goes straight to black market and Bangladesh from FCI godowns. Transport contractors are none other than the family members of Ministers.

BJP appointed a Fact Finding Committee to find out and compile the quality and quantum of scam /corruption in North East. The Committee, after detailed work, field visit, interaction with experts and authorities, has submitted the Report to me. The Team visited Assam, Arunachal Pradesh, Manipur and other parts of the North East to unearth & document the various scams in the North East. The Report says:

63,000 Crore Scams in North East states

The Hydro Power projects are of Rs 4,00,000 crores. Kickback is given per mega watt. Direct MOU signed, projects allotted for highly technical projects of hundreds of crores with just formed companies.

Total corruption/ kickback is more than Rs 63,000 crores.

All the investigative agencies, regulators, authorities, social activists, NGOs, Opposition Parties have raised questions/concern about these scams. Courts have passed orders, CAG has passed strictures in their Reports, CVC and SIT (Special Investigative Team appointed by the Court), Media have castigated the authorities. Dozens of CAG reports on almost all the States reported the scam of thousands of crores

BJP Demands.

• Special Courts to speed the judiciary process and to punish the Scamsters.
• Special investigation system and speedy and coordinated investigation by NIA, CBI and other agencies.
• Special audit of all these scams.
• Time bound action plan by the Government on the observations / strictures of Courts, CAG and other investigative agencies.
• Seizing the property of the scamsters and recovery of the public money.
• Strong action against the Ministers and officials found involved in Scams / Loot.

I take this opportunity to present this Report to you. As the Constitutional Head, I would urge you to ask the concerned authorities to have detail investigation and action to stop this misappropriation, embezzlement of public money. You are aware the sensitivity of North East. Such scandalous administration affects people's faith in the democracy.
