Kakching (Manipur), February 1, 2015
Leibaklei Gas Service assured to stop cheating the LPG consumers in an agreement signed between the distributor and Kakching GPW Consumers Welfare Union on January 31, 2015.
The owner of Leibaklei Gas Service Shri K. Manglem assured to the LPG consumers of Kakching to provide the new connection as per tariff fixed and approved by Indian Oil Corporation Ltd, which is agreed to be displayed at distributor’s premises for public information and knowledge. The inclusive cost of new connection for single cylinder is Rs 1150 (empty cylinder), Rs 100 for Pressure Regulator, Rs 250 for Hotplate inspection (if hotplate is purchased from distributor, which is not a must), Rs 50 for installation/demonstration, Rs 50 for Double Bottle Cylinder administration charge (if purchased two cylinder at a time, this amount is not payable), Rs 50 for administrative changes of issuing Domestic Gas Customer Card, Rs 50 for mechanic charges for mandatory inspection of domestic installation. For additional cylinder, include Rs 1150.
The assurance given by the Leibaklei Gas Service also includes the followings:
1. Any form of monkey business the consumers have been facing, will be immediately stop, and the management of the distributor will take strict action on any staff involved in mischief. 2. The consumers will be provided refills after 20 days from the time of booking. A copy of online refill booking to be intimated to the distributor and the same will be issued within 20 days.
2. The consumers, whose names are not matching due to the spelling mistake and family name changes, will be accepted.
3. Leibaklei Gas Service agreed to attempt the completion of the DBTL application on or before 20th March 2015.
4. The procedure for transferring from other person, to next kin in case death of subscriber within the family members are simplified that the consumers can filled a form approved by Indian Oil Corporation Ltd, where the transfer and transferee will sign in a prescribed form, which is available at Distributor. In case of lost of original Subscription Voucher, the consumers still need to submit affidavit, which will be responsible of consumers, Leibaklei Gas Service will not be responsible.
The agreement between the two parties came after the management of Leibaklei Gas Service learnt that Kakching GPW Consumers Welfare Union has obtained the evidences of monkey business and ready to expose to the public.
Scandalous matter of the fact is the monkey business of diverting and misusage of LPG refills by the distributor. The consumers were given only 3 to 4 refills in 2014 as per consumers’ DGCC record, whereas 6 to 7 refills were given to the consumers as per the order and delivery history available at www.indane.co.in. The refill orders were given on the same day or 3 to 7 working days as per the consumer’s online record. Copies of a consumer’s DGCC record and online history is enclosed for verification. Such practices are also reported from other LPG distributors in Manipur with evidence.
Kakching GPW Consumers Welfare Union has told that such practices if repeats in 2015, no stone will be left to fight to ensure and protect the rights of consumers and defaulters brought under the law of the land. However, Kakching consumer forum has no rights to interfere if any consumers want to claim their shares, which Leibaklei Gas Service has diverted and misused either legally or otherwise.
LPG consumers are appealed to take the online service facilities, where each consumer can avail the online booking for new connection and refill, submission of bank detail, linking of Aadhaar number and monitor the refill order/delivery history.
Kakching G. P. W. Consumers Welfare Union is a non-profitable and voluntary initiative of likeminded social workers and public leaders to help the consumers of LPG, Electricity and Water Supply and to reduce and prevent the consumer grievances.
