Introduction:
Postal services in the rural areas are generally poor and in the
context of Manipur, postal services beyond Block HQ are in most cases
non-existent. There is therefore a need to bridge this postal gap and
the CICs present at the Block Head Quarters can play a major role in
bridging this gap.
The Scheme will be a part State Government's effort to introduce
citizen centric services at the CICs.
Objective:
To receive e-mail on behalf of recipients and to reach the e-mail to
the recipients through the CICs.
Methodology:
The Scheme of CIC e-post will be implemented in the Blocks of the
Hill districts of Manipur only.
Under this scheme, CIC Computer Operators will receive e-mail
addressed to recipients through the CIC operator's e-mail address.
On receipt of an e-mail, a copy of the e-mail will be printed out
immediately and kept ready for delivery.
For the purpose of reaching information to recipients on the
arrival of e-mail, the CIC Operator will take assistance from
concerned Village Authorities, Churches, local organizations, clubs
etc.
The concerned Church, Village Authority, local organizations,
clubs etc. should be able to reach information regarding the arrival
of email to the concerned recipients on a voluntary basis.
A list of such e-mails received at the CICs including pending
deliveries from previous days/days will be compiled every morning or
evening and made available to the concerned local organizations for
reaching information to the recipients. The same list should be
displayed on the CIC notice board for public information.
Recipients will collect their e-mails from the CICs on payment of
the normal printing charges.
On delivery to the recipient, the CIC Operator will send a
confirmation of delivery to the sender.
A receipt will be obtained from the recipient in a register which
will contain the names of the sender's email address, time with date
of receipt , recipient's name and address, recipient's signature and
time with date of confirmation of delivery to the sender.
Implementation:
The Scheme will be implemented through all the CICs.
Fund Requirement:
No funds is required for the Scheme as the Scheme will be implemented
through the CICs and CIC website and payment for delivery services
will be borne by the recipient.
Manpower:
CIC operators will be utilised for the Scheme.
Highlights:
Mail that would take a long time to reach can be reached to
recipients in a very short period of time at very nominal cost.
