Subject: Urgent appeal for bringing 'State Laws and Orders' in the strive-torn North Cachar Hills, Assam.
Hon'ble Sir,
The office of Kuki International Forum (USA) came to learn
(500 homeless Hmars(Kukis) to take refuge in Imphal: source-Sangai Express, dated April 10, 2003) the sporadic waylaid and inhuman butchering of innocent Kukis in the interfeud and reprisal of Cacharis and Hmars in the North Cachar hills district of Assam. The Hmars who are homeless and scattered in the adjoining states like Manipur, Mizoram, Meghalaya and other safer districts of Assam are the "UNAO" perennial brother of the KUKI.
The forum in learning the weakness and bias nature of the State Governments in giving 'Safe' and 'Security' to her own citizen is derogatory and felt a great shame to democratic state of the most populous democratic country INDIA. The forum also decried the inhuman tortured met by the Dimasas militant inside the Church premise, disrespecting religious freedom, which is endorsed by the constitution of free India.
Mr. Chief Minister, your government is stringently asked in the most humble way, to find out the whereabouts of the following Kuki missing on dated 04-04-2003 of the Lumding-Haflong bounded train between Hatikhali and Mopa hill station. The Forum asks the state government to compensate the deceased member and bring amicable solution to the heighten conflict in the possible earliest manner, so that many lawless and savagery actions may be diffused.
The following are the list of missing/death so far unheard about:
1. Mr. Thangkai Doungel, age 35, s/o Lenchung Doungel,
2. Mr. Lunkhongam L. Khongsai, age, s/o Mr. Vungpi L. Khongsai, of Nomjang Village.
3. Mrs. Hoikholhai L. Khongsai, age 32, w/o Mr. Lunkhongam L. Khongsai
4. Mrs. Nengpilhing Singson, age 45 w/o Mr. Kapsei Singson, Molnom village
5. Mr. Paokam Khongsai, age 50, Lubeland, NC Hills, Assam.
6. Mrs. Neingahkim Khongsai, age 30, w/o Paokam, Lubeland
7. Mr. Tinkholal Vaiphei, age 40, s/o (L) Mr. Khaichinhau, NC Hills, Assam
The Kuki shall not ignore easily the psychosis deployments of the state and union government in it apartheid strategy to uplift the victimizer such as Dimasas underground and Naga militant (nscm-im) outfit and neglect the plight of helpless Hmars's refugees to other safer places.
The forum sends its heartfelt condolence to its UNAO FAMILY who is suffering in the hands of hoodlum and uncultured savages and reminded that the Kukis and Hmars are originating from the same place called Sinlung/Khul. They both shares common culture, traditions and live together as perianial UNAO family till date. It also conveys its sympathy to the victim families and pray that God alone may relieve their pain and suffering.
The Forum appeal to both Hmars and Dimasas to shun violence by stopping senseless killing that could turn uglier facet of dragging the whole NC Hills into Balkanized like tribal feud.
Mr. Chief Minister, if your government is not heeding the urgent call to solve the burning tension through peaceful means, other untoward happenings in the future will be sorely responsible and bore by your government. The forum also call attention to all peace loving citizens to condemn such a coward actions of Dimasas to innocent Kukis and the slow interference of the state Government in bringing peace and normalcy to the NC Hills district of Assam.
The Forum appeals for peaceful coexistence and mutual respect for one faith and religion.
