Imphal, July 02: Reacting to the statement of the Chief Minister that upgradation of Moreh shouled be upgraded to the status of a Municipality for peace, the Kuki Chiefs Association has today asserted that the idea to upgrade the border town to a Municipality is nothing but a 'meticulous game plan of ignoring the Tribal rights contained under Article 371-C of the Indian Constitution.' If the Govt is really sincere on developing Moreh, then the various schemes can be carried out through the said Articles, said the Chiefs in a statement today.

While the Panchayati Raj system has been implemented in the valley areas, the Autonomous District Councils have been rendered immobile, said the statement and added that the ADC should be entrusted with the development.
