Imphal, March 04: Human rights activist Khaidem Mani has pointed out certain legal flaws in the procedures of arresting Maibam Naobi Chanu and subsequent detention in police custody.

Speaking to newspersons this evening Kh Mani, who is also the president of All Manipur Bar Association producing requirements laid down by the Supreme Court charged state forces involved in Naobi's case of violating the apex court's rules.

among others no arrest memo was issued when the 26 year old private school teacher was arrested by commando personnel on February 21 and while in police custody the procedure of conducting medical examination as laid down by the Supreme Court was not followed, he said.

According to requirements' list of the apex court an arrestee should be subjected to medical examination by a trained doctor every 48 hours during his/her detention in custody, Mani cited and mentioned of norms stipulating inclusion of documents like arrest memo when such materials are furnished to the Magistrate concerned.

But in Naobi's case neither arrest memo was issued nor other requirements were followed in the right earnest, he added and asserted that in consonance with the Supreme Court regulation departmental action could be initiated against personnel involved in Naobi's arrest and a contempt case filed for nonadherence to the prescribed rules.

He also said that if at all Naobi was tortured and sexually abused as alleged AMBA strongly condemn such act in the strongest term.
