ADC poll notification for 2nd phase issued

Imphal, May 03 2010: Despite strong opposition from some hill-based organisations, the State Election Commission has issued the notification for the second phase of the election to the Autonomous District Councils.

The State Government has also put in place special security arrangements in the second phase of the election, if it is required.

Secretary of State Election Commission Th Chitra Devi announced the issue of the notification for the second phase of election which would cover the Autonomous District Councils of Ukhrul, Senapati and Tamenglomg during a press conference at the Lamphelpat office of the Commission today.

The second phase is to be held to elect another 72 Council members.

According to the election notification, the last date for filing of nomination papers is May 10 and the scrutiny would be held on May 11.May 13 is the last date of withdrawal of nomination and the polling would be held on June 2 .

The counting of the votes for the two-phased election would be held on June 7 .

In case of repolling, counting may be rescheduled after consideration of the local situation.

However, the entire election process would have to be completed before June 16, the Secretary added.

The total number of polling stations in the three ADCs which would go to poll in the second phase is 468 and 12903 electorates in Senapati ADC, 100989 electorates in Ukhrul ADC and 119373 electorates in Tamenglong ADC would exercise their franchises in the second phase.

To a question on what steps the Commission would be taking up in view of the strong opposition to the conduct of the ADC election including boycott call from some quarters, the Secretary informed that the Commission has been monitoring the situation closely and if necessary special security arrangement would be put in place to ensure the smooth conduct of the election.

As to the boycott call of the election duty by the Government employees who are launching indefinite cease work strike in pursuance of their demand for implementing the Central 6th Pay recommendations in toto, the Secretary informed that no formal application have been received in this regard so far.

A decision to the effect of allowing the aspiring candidates to file their nominations from Imphal would also be taken very soon, she added.

Meanwhile, filing of nomination papers for the first phase of the election concluded today.

The scrutiny is scheduled to be conducted tomorrow.
