Patta cancelled, says CM

Imphal, August 11: Chief Minister O Ibobi today informed the Assembly that the patta allotted to a particular plot of land by passing the established rules and regulation have been cancelled.

Replying to a question from Keishamthong AC MLA L Ibomcha, Chief Minister O Ibobi informed that his Govt on August 8, 2003 had cancelled the Patta of a plot falling under Lamphel CS Dag No 8024 which was acquired without any Govt's allotment order.

He further informed the House that the patta was allotted in 1983 by the SDC of Imphal West on the basis of a fake allotment order of the then Central DC and added that the particular patta had been cancelled by the Govt's order No21/215/2003 R issued on August 8 after the truth came to light.

Maintaining that he had received a reply from the Govt.only on July 11 even though a written statement on the particular patta was intimated to the Govt on Feb 13, MLA Ibomcha stated that cancellation of the said patta might have been done only after he had sent in his written statement to the Govt.Replying to a question raised by Singjamei AC MLA I Hemochandra, Revenue Minister E Biramani stated that a Phourel category land measuring 0.66 acres falling under Khabam CS Dag No 631 had been converted into a homestead land by the Heingang SDC using his Quasi Judicial powers.

Informing that another Phourel class land measuring 0.11 acres falling under CS Dag No 63 have also been converted into homestead land without the approval of the Govt, the Minister said that actions would be taken up against all guilty officials involved in the scandal.

Stating that it was very unwise to convert a Phourel land class land into a homestead land and then construct a flour mill on it, Irengbam Hemochandra expressed his strong desire for stern actions to be taken up against the guilty officials within a short time.

Film festival: Answering a query from MLA O Joy, Arts and Culture Minister Dr M Nara said that efforts are on to organize a Manipuri Film Festival in the State either in November or December this year.

He stated the State Govt (have not been able to organize the Film Festival in the State since 1999 and added that insufficient funds and disapproval of rules by the Govt in connection with the Film festival have been the main reasons for not organizing the film festival.

However as the rules have been approved by the Govt on June 30 2003 the film festival is most likely to take place in November or December, added the Minister.

Over expenditure: Following Works Dept's consumption of funds over the amount sanctioned by the Finance Dept, the Dept has informed that it will release funds only after appropriate actions are taken against the guilty officers, said MLA Dr Nimaichand Luwang in the House today.

Replying to a question raised by Nimaichand Luwang on the developments works taken up on the National Highway 150 Churachandpur-Tipaimukh, Works Minister Gaikhangam said that Minister of Road Transport and Highways had sanctioned a sum of Rs 221.38 in 2000-01 for the development of the said road.

Commenting on the charges leveled by Dr Nimaichand Luwang for using up extra funds, the Minister said that more fund had been consumed than expected as the roads were in a very bad shape and many unexpected landslides had occurred during its development period.

He also added that Finance Dept may have the power to give instruction regarding fund utilization but it would be very wrong on its part to give instructions for punishing a particular person regarding fund misutilization.

Zero hour: Many issues were raised by the MLAs during the Zero Hour today.

Commenting on the incident in which NLD MP Dr Tin Swe who was forced to turn back from Imphal airport on August 8, MLA Dr Nimaichand Luwang expressed his great displeasure over the incident and said that such things should not have happened.

Basing on the reports made in some of the local dailies about the rodents menace in Tamenglong Dist, MLA Bhorot appealed to the Govt to look into the matter and help redress the woes of the people.
