Imphal, June 17, 2010 A local court here Wednesday directed United Naga Council (UNO president Samson Remmei and All Naga Students Association, Mani-pur (ANSAM) president, David Choro to appear before the court; otherwise they will be declared as proclaimed offenders.

Orders passed by the Chief Judicial Magistrate (CJM) Imphal today directed David Choro to appear before the court on or before July 14 next and Samson on or before July 19 in a hearing to a suo-moto case registered against them in connection with the imposition of economic blockade on the National Highway-39 and NH-53. The directive of the court was pronounced after police returned the warrant of arrest issued by the same court to cause arrest to the leaders of the two agitating bodies.

The ruling further warned that they would be declared as proclaimed offenders.

The CJM, Imphal directed the police to declare David Choro (38), son of late Adani of Makhan village of Senapati district, presently residing at Paomei Colony, Sangakpham, Imphal under Heingang police station to appear before the court on or before July 14 next when the police returned the warrant of arrest issued by the court today stating that David was not found at his present residence.

While returning the warrant of David Choro issued under FIR case no.234(6)10 of Imphal police station under section 171-C/440/120-B IPC, read with under section 8-B NH Act, 1958 by the CJM court, police also said that the ANSAM president has been avoiding arrest wilfully in order to defeat the purpose of the investigation into the case.

After hearing the observation of the police, the CJM directed to police to take up necessary actions to cause arrest him and produced before the court without fail on next hearing on July 14 or David himself appear to the court.

Police should take up steps to declare him as proclaim offender if he fails to do so.

With regards to UNC president, Samson Remmei (50) son of Meikupao Remmei of Chingmeirong Kabuikhul under Lamphel police station, the court issued non-bailable warrant of arrest against him but police returned the same giving same ground with the former.

The police said that despite police hectic effort for causing physical arrest Samson, the same could not yield fruitful result and they have no other alternative to be made further for effective arrest him.

The brief contain of the case submitted by the police to the court stated that members of United Naga Council (UNC) and All Naga Students Association of Manipur (ANSAM) had launched economic blockade on NH-39 and NH-53 since the midnight of April 24 last rejecting the decision of the state government for holding the ADC elections on May 26 (first phase) and June 2 (second phase) in hill districts.

The contain of the case further said that the members of the two organisations, not only cause disturbances on the movement of essential items and vehicular traffic, they also forcibly stopped the movement of Government officials on election duty etc.

the court that the activities of the members affect the normal lives of both hill and valley people who are solely dependent on the NH-39 and 53 causing mischief, rendering public road impassable, unsafe for travelling and conveying, property thereby causing hurt, man-made famine and scarcity of necessity and essential items.

Mention may be made that following a directive of the Gauhati High Court, Imphal Bench to ensure production of the two leaders, Manipur police has declared David Choro and Samson Remmei as wanted persons with a reward of Rs one lakh each on their heads.
