Imphal, July 23: Allegations on withdrawal of repairing bills for non existent school buildings at several blocks of Chandel district dominated the morning session of the State assembly today as firebrand opposition member O Joy cornered the School Education Minister into submission and assurances for necessary action.

Replying to charges of the MPP on a calling attention motion that bills for repairing schools without buildings at Chandel district has been withdrawn; Minister Y Mani said that officials have been assigned to probe the matter.

Punitive actions within the ongoing assembly session will be taken against all those found guilty, assured the Minister.

O Joy charged that out of ten schools within Chakpikarong block two are functioning under the District Council while five others do not buildings at all.

Repairing money amounting to Rs 10 thousand each have been withdrawn, said O Joy contending that reports of similar cases of fund embezzlement has been received from other areas of the State.

Elaborating the charges, the MLA said violating regulation for bill passage the Deputy Director and a tainted DI transferred to School Education Department had allegedly passed the bill instead of the Director.

On this the Minister clarified that information of bill withdrawal has been received but was done in compliance with normal procedures.

On the MLA's accusation the Minister assured that proper action would be taken after the officials deputed to verify the charges is received.

Probe would also be instituted to ascertain whether irregularities prevail in other blocks of the State, he pledged.

Another calling attention motion raised by MLA Dr Nimaichand Luwang claimed that AI in-charge of Moreh had withdrawn Rs 1.16 lakh sanctioned under Non Lapsable Pool of Central Resources for construction of two classrooms of a junior high school at Kwatha village of Chandel district but the structure was never constructed.

Expressing strong resentment at the denial of education facilities to the already deprived village children Nimachand elucidated that in April 23, 2002 first instalment amount for the construction was withdrawn by the AI in-charge one Th Achouba.

He further charged that Achouba submitted wrong reports of completion of the classroom construction and withdrew the last installment amount of Rs 80 thousand.

Dr Luwang even produced a letter of Meitei Council, Moreh addressed to Achouba for return of the money wrongly withdrawn.

He demanded that stern action be taken against persons misusing Central assistance for classroom constructions at over 200/300 schools of Manipur.

Acknowledging that irregularities did prevail on the Kwatha construction, Y Mani said on completion of probe punitive action will be taken against the guilty.
