Imphal, April 07: With the publication of list of contesting candidates in Form-7A by the Returning Officer for No II-Outer Manipur (ST) Parliamentary Constituency on 5th April, 2004 and as per the direction of the Election Commission of India, copies of the two affidavits viz (1) Affidavit, regarding declaration of assets and (2) Affidavit regarding criminal antecedents filed by the following 6 (six) contesting candidates have already been uploaded in the official website of the Chief Electoral Officer, Manipur at www.ceomanipur.nic.in on 6th April, 2004 and the same has also been linked up to ECI's website: www.eci.gov.in and is made available for public view by all interested persons according to a press hand out from the CEO.

The candidates are, Kim Gangte Manipur Peoples' Party Bicycle, D Loli Adanee Bharatiya Janata Party Lotus, Holkhomang Haokip Nationalist Congress Party Clock, W Morung Makunga, All India Trinamool Congress Flowers & Grass, Rosangzuala Janata Dal (U) Arrow and Mani Charenamei Independent Aeroplane Copies of the affidavits filed by these contesting candidates will be made available freely and liberally to all candidates concerned, media representatives etc by the office of the Returning Officer and the same can also be obtained from his office on demand on payment basis.

For uniformity and convenience, the Election Commission has prescribed Rs 10 as the fees for copy of one set of nomination paper and affidavits of a candidate.

This fee will be realized in cash for convenience, against a proper receipt V Chhibber, Chief Electoral Officer, Manipur said.

In order to prevent impersonation of voters, the Election Commission of India has directed that all electors who have been issued Electors' Photo Identity Cards (EPICs) should produce these cards to exercise their franchise.

The Election Commission of India has also permitted identification of the voters by the following alternative documents: i) Passports, ii) Driving Licences, iii) Income Tax Identity (PAN) Cards, iv) Service Identity Cards issued to its employees by the State/Central Government, Public Sector Undertakings, Local Bodies or other Private Industrial Houses, v) Bank/Kisan/Post Office Passbooks (Accounts opened on or before 31st March, 2004), vi) Student Identity Cards issued by the Recognized Educational Institutions on or before 31st March, 2004, vii) Property documents such as Pattas, Registered Deeds, etc, viii) Ration Cards issued on or before 31st March, 2004, ix) SC/ST/OBC Certificates issued by Competent Authority on or before 31st March, 2004, x) Pension Documents such as ex-servicemen's Pension Book/Pension Payment Order, Ex-Servicemen's Widow/Dependent Certificates, Old Age Pension Order, Widow Pension Order, xi) Railway Identification Cards, xii) Freedom Fighter Identity Cards, xiii) Arms Licences, xiv) Certificate of Physical Handicap by Competent Authority issued on or before 31st March, 2004.The Commission has also permitted those electors who have been issued EPICs but are not able to produce them for reasons beyond their control to produce any of the above mentioned alternative documents for identification.

The Commission has further clarified that any document enumerated above, if available with the head of the family, the other members of the family shall be allowed to cast their votes.

Similarly, any document in the name of any other member of the family could also be used for identification of other members, provided the other members can be identified on the basis of such document.
