Opposition sees red over boundary commission

Imphal, June 30: Opposition MLAs Dr Nimaichand Luwang and O Joy Singh have observed that the move being made by the Centre to set up the Boundary Commission is nothing but a covert design towards the formation of �Greater Nagalim� and warned that it would result in a more violent upheaval than the one witnessed on June 18, 2001.Raising a call attention motion during the Assembly session today, the two MLAs pointed out the news reports which appeared in Indian Express, Economic Times as well as in The Sangai Express and Poknapham on June 8 which referred to talks being held for formation of a Boundary Commission to study the feasibility of unification of all Naga inhabited areas under one administrative unit as part of the ongoing peace process between the NSCN (I-M) and the Government of India.

Dr Luwang demanded to know how far the Chief Minister has investigated to find out the veracity of the report.

If the Centre consents to the demand for formation of Greater Nagalim, then the Manipuri people can very well demand a Greater Manipur, he said while observing that Manipur was an independent kingdom whose territory spread over far and wide.

Presently lakhs of Manipuri people are spread over not only in the North Eastern region like Nagaland, Silchar and Dibrugarh but also in other countries, he said, and asserted that most of the land area of Nagaland earlier belonged to Manipur.

Therefore the demand for formation of a Greater Manipur is more reasonable than the demand for a Greater Nagalim, he added.

Till 1834, Burma (now Myanmar) used to give 500 Sika every year to Manipur tax for using Kabow Valley.

But with the merger of Manipur with India, Pandit Jawaharlal Nehru handed over the said valley to Burma in 1951, Dr Luwang said.

Manipur gained nothing from handing over Kabow valley to Burma and it is being resented by the people till today, he said.

O Joy said the question being raised on the territorial integrity of Manipur is unfortunate.

The people of Manipur had never imagined the Centre would announce the extension of the ceasefire agreement signed with the Naga rebel outfit to Manipur, but it did happen.

So the matter related to setting up Boundary Commission should not be taken lightly, he cautioned.

Joy said he would raise a motion on the demand for formation of Greater Manipur and appealed to the House for its approval and support.

After giving a patient hearing to the two MLAs, the Chief Minister said soon after he was aware of the report, he held talks with the Prime Minister, Oscar Fernandes and Prithiviraj Chauhan, and all of them denied the report.

Moreover protection of the territorial integrity of North Eastern States including Manipur is one of the points endorsed in the Common Minimum Programme of the UPA Government at the Centre, he reminded the House.

While expressing his strong reservation against the handing over of Kabow Valley to Burma by Pandit Jawaharlal Nehru, the Chief Minister mooted the idea of lodging a petition in the International Court for regaining the Kabow valley if all the related documents could be made available.
