Imphal, September 24 2011: The District Protection Joint Forum, Tamenglong (DIPJOFT) has resolve to support the counter economic blockade being launched by UNC on both the National Highways passing through the State, reports our Jiribam correspondent. Secretary of DIPJOFT ID Chunlubou has warned all the transporters to stop ferrying goods along National Highway 37 at once or be prepare the face the consequences of defying the call of counter economic blockade. Deployment of heavy security along the National Highways would not dishearten the volunteers of DIPJOFT from accomplishing their mission, Chunlubou added.

Imphal, September 24 2011: A one-day extended health camp was held at the campus of PP Christian English High School, Lairouching yesterday. The camp was organised by PHC Maram under the supervision of Senapati CMO Dr Simpson Sareo and DAO Dr H Loli. 18 doctors and 32 paramedical staff medically examined around 500 people in the camp in which free medicines were also distributed. Routine immunization, blood testing, HIV testing, ultrasound, X-ray and health education facilities were also made available during the camp.

Imphal, September 24 2011: In connection with the Wildlife Week, a photo competition on wildlife was held today in the Forest office at Sanjenthong. The competition participated by 12 photographers was opened by Principal Chief Conservator of Forest Kharsing. Speaking at the occasion, Kharsing announced that the Khonghampat Orchid Garden would be opened to public very soon. He also appealed to NGOs and the general public in checking poaching and killing wild animals.

Imphal, September 24 2011: Taking serious note of the hardships being endured by the people because of the prolonged blockades being imposed on National Highways, Social Democratic Party of India (SDPI), Manipur State would organise a peace rally on September 27 demanding resolution of the protracted issue at the earliest. SDPI Manipur State president MV Wahidur Rehman has, meanwhile, appealed to civil society organisations, clubs, Meira Paibis and student bodies to extend full support to the peace rally. The peace rally is for safeguarding the right to life of every citizen of the State, Wahidur Rehman said.

Govt provides Rs.11.8 lakhs for Sangakpham victims

Imphal, September 24 2011: The government on Saturday allocated a sum of Rs 11,8000 lakhs for the victims of Sangakpham terror blast which claimed lives of four innocent people and injured eight others. The next kin of the deceased victims will be provided an ex gratia of Rs 2 lakhs each. Six of the injured victims will be provided a sum of Rs 30,000 while two victims who were seriously injured will be provided Rs 1 lakh each according to an office order of the State Home Department. The amount has been allocated to the DC Imphal east for the payment to the victims and their families.

Imphal, September 24 2011: In the backdrop of accusation from cross section of the society on alleged inaction by the Government, a meeting held today between representatives of State Government and business community of Imphal Bazar under the chairmanship of Consumer Affairs, Food and Public Distribution (CAF & PD) Minister N Biren arrived at an agreement on reducing wholesale rate of some essential commodities. Besides the Minister, the Government of Manipur was represented at the meeting by the Imphal West Deputy Commissioner K Radhakumar and CAF&PD Director M Yaiskul. Informing newspersons on the agreement, the CAF & PD Minister said representatives of the Imphal Bazar business community cited increase in transportation charge due to shipment of goods on the comparatively lengthy National Highway-53 for the hike in prices of essential commodities.

Stating that the new wholesale rate will come into effect from tomorrow, he also said traders have been advised to stockpile goods at Silchar in order shorten the distance of procuring the food items. Urging the general public including the student community to refrain from any activities that could create misunderstanding in view of the agreement reached today, Biren disclosed that police have been instructed to launch a drive for authenticating whether or not cooking (LPG) gas being used in hotels have commercial cards to back such a usage. He further informed that at present there is kerosine stock of 1299 kilolitres, 948 kilolitres of petrol, diesel 1192 kilolitres and 100.3 metric tonne LPG stock. As a part of the State Government's effort to ensure availability of essential commodities an official team of CAF&PD left Imphal for Silchar today for bulk procurement of potato, garlic, onion and cereals worth Rs 93 lakhs. According to a statement issued by CAF&PD Department, transportation charges from Dimapur to Imphal was Rs 2 per kg for any essential commodity which jumped to Rs 6 for the same quantity when the goods were brought on the Silchar-Imphal route of NH-53 since economic blockade came into force on August 1 . Moreover, transportation charge in between Imphal to Guwahati is in the range of Rs 8 to Rs 10 consequently leading to increase in the prices of essential commodities due to higher rate of transportation charges, the statement maintained while conceding that such a change undoubtedly affected the normal consumers/common people. It further informed that there can be 10 percent enhancement in prices of goods at outskirts of district headquarters. The wholesale rates shall be reviewed after 10 days, it added. Meanwhile, Manipur Pradesh Bharatiya Janata Party vice president Prof S Tiken today claimed that its signature campaign against hike in prices of essential commodities covered 45 assembly segments in all the districts, with the exception of Ukhrul and Tamenglong. Along with 20,000 signatures collected during the campaign, a four point charter of demand would be handed over to the President of India through the Manipur Governor, Tiken said while adding that relevant process for an appointment with Gurbachan Jagat has been initiated. The charter of demand include proposal for withdrawal of the ongoing economic blockade, ensuring availability of essential commodities including petroleum products at normal rate, initiation of punitive action against the black-marketers and provision for special subsidy of Rs 5000 to every family affected by the economic blockade.

Imphal, September 24 2011: Demanding necessary legal action against the police commandos involved in arrest and brutal torture of Sanjenbam Robertker of Uripok Tourangbam Leikai, residents of Uripok area staged a mass protest demonstration today. Sanjenbam Robertker, who works as a general manager in a Delhi-based private company, had been reportedly arrested by suspected police commandos from inside the campus of RIMS at around 10.30 am on September 18 and after subjecting him to brutal torture was later handed over to Lamphel police station at around 6.64 pm of the same day. As the health condition of Robertker was very grave when Lamphel police produced him before the court of CJM, Imphal the following day, the court directed that Robertker be admitted in a hospital for necessary treatment. Consequently, Robertker has been undergoing treatment at Shija Hospital. Mother of Robertker, Borni informed The Sangai Express that her son is yet to regain consciousness and nothing could be fed. Protesting against the alleged high-handedness and excesses of police commandos, residents of Uripok including a large number of Meira Paibis staged a Wakat Meepham at Uripok Tourangbam Leikai today. Organised under the joint aegis of Uripok Tourangbam Leikai Women Organisation and Uripok Tourangbam Leikai Welfare Organisation, placards/banners inscribed with slogans like �Dismiss guilty police commandos�, �Give up the habit of arresting innocent civilians and levelling false charges against them�, �Initiate necessary legal action against involved police commandos�, etc, were seen being used during the protest demonstration.

Moreh, September 24 2011: A meeting of the district level officers (DLOs) held at the conference hall of Moreh Trade Centre has discussed various developmental issues related to the border town today. Presided over by Deputy Commissioner of Chandel Th Chitaranjan Singh, the meeting was attended among others by EE of PWD Milan Singh, SP of Chandel district K Radhashyam Singh, EE of Chandel Electricity Department Kunje Singh, MO of Chandel district Th Biren Singh, Medical Officer in-charge of Moreh Hospital Dr Nandakishore Singh, ADC Moreh Lunminthang Haokip and SDPO Moreh M Rameshor Singh. During the meeting, EE Milan Singh highlighted various developmental works to be taken up by the PWD in the border town. MO of Moreh Hospital Dr Nandakishore stressed on the need for making the medical equipment lying in the 50-bedded hospital functional along with posting of specialist doctors for ensuring facilities for safe child delivery. He also pointed out that need for equipping Moreh Hospital with X-ray machine, blood bank and ultrasound machine. EE of Chandel Electricity Department N Kunje suggested that the electric cable extending from 132/33 KV power sub-station at Kakching to Moreh should be laid underground so as to avoid frequent complaint over snapping. This arrangement, he pointed out, would also ensure power supply not just within the fencing area of the proposed Integrated Check Post (ICP) but also beyond the border.

Imphal, September 24 2011: From April this year to till date, Bishnupur district police have been able arrest in all 60 UGs cadres including two arms-runners and recover six different types of weapons, SP of the district has informed. Addressing a press conference at the Bishnupur district police headquarters today, SP Th Radheshyam pointed out that of the 60 UGs arrested since April, 13 belonged to PREPAK, 26 to KCP, 9 to UNLF, 5 to PLA, 4 to KYKL, 1 to NNC while two others were arms-runners. During the same period, six arms were also recovered. The recovered arms included 1 M-16 Rifles, 1 AK-56 Rifles, two 9 mm pistols and two 7.65 mm pistols. In addition to these, five hand grenades have also been recovered, SP Radheshyam said. The SP further informed that Bishnupur district police too have stepped up security measures in view of the recent incidents of targeting migrant workers. Bishnupur district police personnel are being deployed round the clock in different parts of the district where non-Manipuri migrant workers are living. Contacts are also being established with Army, Paramilitary forces and CRPF in this regard. Meanwhile, Bishnupur district police commandos have reportedly arrested one cadre of UNLF from near Bishnupur Forest Gate at around 11.30 am today. The arrested cadre has been identified as private Nongthombam Dinesh alias Naoba alias Ibocha alias Pintingkai (23) of Yumnam Patlou.

Peace talk would be self defeating : RPF

Imphal, September 24 2011: On the occasion of the PLA�s 33rd raising day, RPF president Irengbam Chaoren has conveyed deepest respect to all the people while also saluting all the martyrs who laid down their lives in the course of the revolutionary movement. In a press statement, the RPF president categorically stated that going for peace talks with New Delhi in the present situation would be self-defeating. Peace talks currently going on between New Delhi and different revolutionary organisations of the region are all under the Indian Constitution. Such peace talks held in the past could not bring any lasting solution. Similarly the peace talks currently in process are most unlikely to arrive at any durable solution. Nevertheless, Govt of India has been utilising peace talks most craftily as an effective tool to suppress revolutionary movements. As such, many revolutionary groups which otherwise could not be suppressed by the Indian military have been subdued by means of peace talks, while many revolutionary groups have been put in dormant state. So far, many revolutionary groups of the region have fallen into the trap of peace talk and many others have suffered splits at unguarded moments because of peace talks or proposal for peace talks, Chaoren remarked. These peace talks were also instrumental in spitting venom and creating distrust and conflicts among different communities. This is exactly what is happening in Manipur and elsewhere in the region. By taking recourse to this strategy, Government of India has been holding peace talks with different revolutionary groups separately, New Delhi has been scheming continuously to thwart any attempt to forge unity among revolutionary groups of the region. In addition, New Delhi has been utilising many revolutionary cadres who have fallen into their trap of peace talk as reactionaries against the revolutionary movement. Further, such peace talks have become a strong corroborative point in projecting the revolutionary movements as internal matters of India. These peace talks are being held between the two parties in conflict in the absence of any third party or the United Nations. To India, peace talk is a very effective and successful strategy for suppressing revolutionary movements. But for revolutionary groups of the land, going for peace talk in the present situation would tantamount to selling off the collective rights of the nation. It would be self-defeating, the RPF president asserted. It would not be politically correct in the present situation to experiment with the peace talk as a new strategy in the revolutionary movement. It would be more prudent to intensify the armed campaign in which the people reposed their faith since the very beginning of the liberation movement during which many lives were lost. It was a very significant step in the revolutionary movement when seven revolutionary groups of the land came together to a common platform with a shared vision to struggle collectively. This would pave way to forge greater alliance with other like minded revolutionary groups who share common objectives as well as with other revolutionary groups of the region waging war against India, Chaoren exuded. He noted that Manipur witnessed one of the darkest phases in its entire history in the aftermath of the alleged forced merger of Manipur into India when Manipur was reduced to a very subservient status as a Part C State and then a Union Territory. During this period, all the development programmes planned and executed by the Government of India never reached Manipur. Whereas Manipur was stripped of the political power to devise its own development programmes, all the indigenous economic and political institutions were systematically destroyed. It was during this period the Indian education system was introduced in Manipur and subsequently Manipur was rendered fully dependent on India. This laid the foundation for today�s critically sick Manipur. In the aftermath of these crucial 30 years or so, the corrupted Indian system and practices starting taking firm roots in the soil of Manipur. Along with this, traditional values and customs of Manipur started degrading. Soon a new class of politicians and bureaucrats whose sole objectives of life were personal aggrandisement took birth in the society. These politicians and bureaucrats made the alleged puppet Government all the more corrupted. This dreaded disease quickly spread to their colleagues and followers. It was these politicians, bureaucrats and their followers who have been usurping all the money meant for executing development programmes in Manipur. After this class of people seized total control of all the ways and means for the people to lead a dignified life, both the educated and the uneducated people could not find employment. Even if one wishes to work under the alleged puppet Government, one has to offer huge amount as bribe money. With this practice already accepted by the society as an indispensable social norm, many educated youths left Manipur and went to other places, making themselves assets of the countries/cities which adopted them. On the other hand, many people who stayed back in Manipur have been living a dejected life without any hope of decent employment, and many of them have taken to drugs.

Imphal, September 24 2011: While conceding that prices of essential commodities have gone up as a consequence of the ongoing economic blockade, MPCC president Gaikhangam reminded all that past events had clearly indicated that a negotiated settlement is the best option to achieve any goal. Stating that bandhs and blockades are not new phenomena in Manipur for the people had already endured severe inconveniences due to such movement, he said prolonging suffering of the people is not justifiable however genuine the demand might be. Speaking as chief guest at the one day State convention of Kisankhet Mazdoor Congress, Manipur at GM Hall today, the State Congress chief cautioned that the ongoing economic blockade causing hardships to the common people is gradually creating tension amongst various communities. Further noting that it is the daily wage earners and the poor farmers who suffer the most due to escalation in the prices of essential commodities, Gaikhangam said aspiration for all-round development will remain elusive if bandhs and blockades continue. He said with the farmer community making up 80 percent of the country's total population there cannot be economic emancipation when the farmers suffer for their contribution is the deciding factor in the economic development of the nation. The chief guest also said concerted effort and sincerity of officials concerned are some prerequisites to ensure that various welfare schemes meant for the farmers reach the targeted section of the society. National Secretary of Kisan Khet Mazdoor Congress Avinash Katgati said compared to the BJP-led NDA Government during which a number of farmers committed suicide due to blunder in policy, the UPA Government under the guidance of Sonia Gandhi introduced a number of welfare schemes for the farmers. Acknowledging that people of Manipur are presently passing through a critical phase due to imposition of economic blockade, he described as unreasonable hiking of prices of essential commodities by the traders. Urging blockade sponsors to call of their agitation before the movement strains relationships amongst various communities, he said launching mass movement against corruption should be accorded more importance at this juncture rather than imperilling the Manipuri society.

Khuman Lampak gets dispensary

Imphal, September 24 2011: A dispensary has been inaugurated by the Health Minister L Jayanta Kumar at Khuman Lampak Sports Complex today. Expressing satisfaction that the medical facility has finally become a reality, the Minister said apart from physical effort on a regular basis by the players to remain in competitive form availability of such a facility has become essential to ensure speedy recovery of sportspersons. While noting that Manipuri sportspersons have proved beyond doubt their capability in both the national and international level of competition, he exuded confidence that the new facility will boost morale of the players. Furthering mentioning that the Khuman Lampak dispensary inaugurated today is the 46th of its kind in the State in addition to over 420 primary health care centres in various parts of Manipur, the Health Minister further assured that a medical officer will be assigned for duty for atleast four days in a month in the dispensary, which will have one nurse, a pharmacist and a grade IV employee. Speaking at the occasion, Joint Director of Youth Affairs and Sports Ksh Pramoda said there are over 1500 sportspersons who are utilising various sports facilities in Khuman Lampak in preparation of different upcoming competitions. Drawing the Minister's attention on the need for posting of a doctor on a permanent basis in the dispensary, the YAS official conveyed thanks to the Government for setting up the dispensary, which he said will be able to address past inconveniences whenever there is injury of players. Among others Additional director of the State Medical Directorate L Surchandra also attended the dispensary inauguration programme.

Imphal, September 24 2011: Imphal West SSP L Kailun has stated that the proscribed RPF/PLA was behind the recent killing of non-local labourers at Imphal. Briefing media persons at Imphal West District Police Hqs, Kailun said Imphal West District Police have nabbed three RPF/PLA cadres who were directly or indirectly involved in shooting to dead two non-local labourers at Nagamapal and Uripok on September 17 and 18 . In the course of an extensive operation, Imphal West police nabbed PLA cadre Wahengbam Haridev alias Don (28) of Wahengbam Leikai along with PLA flags, festoons and posters yesterday. The seized articles were meant for use on PLA�s raising day tomorrow. Haridev reportedly disclosed that the killing of one non-local labourer at Nagamapal on September 18 was executed by another RPF cadre namely Gurumayum Nimaichand (36) of Nagamapal Singjubung Leirak. Nimaichand was pulled up from the house of Dr Arambam Ratankumar located at Nagamapal Singjubung Leirak at about 9.20 am today. Nimaichand disclosed that one 9 mm pistol he used in killing people was handed over to one Nityaichand Pal (22), staying in a rented room at Uripok Tourangbam Leikai. Along with the arrest of Nityaichand Pal, one 9 mm pistol (Mauser Werke) and magazine containing nine live rounds have been recovered from the rented room owned by one Tourangbam Jisu alias James alias Meira, SSP Kailun said. Nimaichand further revealed that both the killings of Nagamapal and Uripok were carried at the command of PLA�s S/S Sgt Major Jisu alias James alias Meira. The weapon was also provided by Jisu. Nimaichand is the youngest brother of PLA�s S/S Assistant Army Chief G Inaocha alias Jame. Sgt Maj Tourangbam Jisu alias James alias Meira and RPF�s Assistant Publicity Secretary G Jiteshore alias Ningthem alias Gypsy alias Changjou of Nagamapal Singjubung Leirak are cousins. The SSP said that further investigation is on.

Imphal, September 24 2011: One student reportedly sustained serious injuries on the head during a clash among the student-hostellers of Peace and Freedom Academy located at Thoubal Haokha on September 18 night. family members of the injured student have decried alleged failure of the school authority to inform the parents in time. The incident took place at around 10 pm on September 18 and Nehgoulien Haokip, a student of class IX, sustained injuries on his head after he was hit by a hammer. Talking to mediapersons in connection with the incident at Manipur Press Club here this afternoon, mother of Nehgoulien Haokip, Nemgtinlam Haokip informed that besides Nehgoulien, her eldest son Ngamshanglien is also studying in class X in the same Academy and she came to know about the clash and injury of her younger son only yesterday when she went to the school for clearing their tuition fees. She came to know that the school authority admitted Nehgoulien to Thoubal Hospital and needed at least 6/7 stitches.

When she approached the principal of school Jotin Salam to know why timely information had not been given despite grievous injury of her younger son, the principal maintained that it was some petty matter which need no suggestion from any person and that he had been the general secretary of AMSU for a long time. Principal Jotin also told the mother to take her sons along with her if she wants. Keeping aside the issue over the clash of the students, the conduct and the language used by the principal who is not just a former leader of AMSU but is also a responsible person for moulding the character of many students is very unfortunate, the mother observed. Pointing out that her two sons are the only students from Haokip clan studying in the school, Nemgtinlam said that she knew about the difficulties faced by them in getting along with others in the hostel on account of linguistic and cultural differences. But unhappy at the conduct of the principal, she has taken out both her sons from the school. Nemgtinlam also drew the attention of all the student bodies in Manipur to look into the matter.

Shops come out with price lists

Imphal, September 24 2011: After prices of all commodities have skyrocketed following the 55 days old economic blockade on highways leading to Imphal, Imphal Bazar business community has started displaying price lists of commodities in accordance to instructions from the Government to this effect. The Imphal Bazar business community submitted a price list to the Government through Imphal West DC on September 22 . The Imphal Bazar business community also recommended allowing retailers to sell goods by adding 10 per cent to the wholesale price and the same recommendation has been put into practice in most localities. However, retail prices vary in places like Thoubal, Bishnupur, Imphal East, Churachandpur, Ukhrul, Senapati, Tamenglong and Chandel in accordance to variation in transport fares. With the arrival of more potato laden trucks yesterday, potato would be available at retailers at Rs 20 per Kg. This was Rs 2 lesser from the price proposed by the Imphal Bazar business community a few days back.

However, some commodities like mustard oil, pam oil and gram are not available in wholesalers as these items are no more in stock. One wholesaler said that the stocks for onion, dal, wheat flour and rice were quite low. Prices of some commodities as sold in retail shops of Imphal today were Rs 20 per kilogram of potato, Rs 48 per kilogram of onion, Rs 26.50 per kilogram of parmal rice, Rs 29 per kilogram of sugar and Rs 48 per kilogram of wheat flour. Notably, AMSU has been campaigning against hiking prices of essential commodities in the name of economic blockades.

Imphal, September 24 2011: Along with rescuing a Pump House Operator of National Hydro-Electric Power Corporation (NHPC) who had been abducted for ransom demand, a combined force of Bishnupur District Police and troops of 32 CRPF have been able to arrest a cadre of Zeliangrong United Front (ZUF) reportedly involved in the case. Addressing a press conference in this connection at Bishnupur District Police Headquarters today, SP (Bishnupur) Thokchom Radheshyam informed that the combined force managed to rescue the hostage and arrest one of the involved ZUF cadre after an intensive search operation in Chaiba village and its surrounding area under Loktak police station from 6 am to 7 pm yesterday. The hostage identified as Sh Gouramani Sinha (50) of Kathanchura village under Tripura North district, who works as the Pump House Operator of NHPC at its Loktak project site was abducted by some unidentified armed persons on the night of September 22 . On receipt of information, a combined team of Bishnupur district police led jointly by Additional SP (Law & Order) LM Haokip and SDPO Hopeson Sapam and troops of 32 CRPF started a massive search operation since 6 am yesterday. Following a special tip off, the combined team rushed in to Chaiba village, which is located about 7/8 kms from Loktak police station, to rescue the abducted NPHC staff. However, the team led by SDPO Hopeson came under fire from armed ZUF cadres. To avoid any possible casualty of the hostage, the security team retaliated in a restrained manner. Inspite of that, the combined team managed to rescue Gouramani from a Chaiba village area and arrest one ZUF cadre involved in the abduction although the rest escaped under cover of darkness, the SP informed. Identifying the arrested ZUF cadre as Poulani Gangmei (21) of Khoupum Satudai, the SP further informed that from the disclosure of Poulani Gangmei, it has been known that four of them were involved in the abduction. The other involved cadres are S/S Lt Kenedy Kamei of Lungjang village, S/S 2nd Lt George Riangmei of Tousem and Lungaingam Kamei. They have demanded Rs 5 lakh from the family of Gouramani, SP Radheshyam informed, adding that further investigation into the incident is on.

Imphal, September 24 2011: Denouncing the alleged indifferent attitude of the State Government towards the demand for upgradation of Jiribam sub-division to a full-fledged revenue district, Jiribam District Demand Committee (JDDC) has announced its decision of calling a 60-hour general strike with effect from 6 pm of September 26 to 6 pm of September 29 . In a statement, convenor of JDDC M Maipaksana Mangang said that the District Demand Committee has been compelled to take the decision of calling the general strike in view of the situation wherein the Government of Manipur seems to consider the ongoing democratic agitation as some kind of joke apart from the fact that Rajkumar who has undertaken a fast unto death stir over the demand has been forcefully arrested by the police and administered injection to keep him alive. Public should not mistaken the decision of the District Demand Committee but extend their full co-operation towards realisation of this democratic demand, Maipaksana appealed. It is the weakness of the Government of Manipur that no definite deadline for realisation of the demand could be given despite repeated claims that the demand is justifiable and the assurance that it would be granted, Maipaksana said. Stating that the Committee would face every challenges pose by detractors from ensuring success of the general strike, Maipaksana categorically asserted that the State Government would be held responsible for any eventuality in this regard. Our Jiribam correspondent adds: Around 150 womenfolk from various communities of Jiribam participated in the ongoing relay hunger strike being staged in front MSF office, Jiribam from 10 am to 5 pm today in pursuit of the demand for upgradation of Jiribam sub-division to a full-fledged revenue district.

Imphal, September 24 2011: The election committee of Z Kikhonbou Newmai, an aspiring candidate for the upcoming 10th Manipur Legislative Assembly elections, has condemned damaging of four vehicles by miscreants on the night of September 20 at Tamenglong headquarters. Kikhonbou is planning to contest election from Tamenglong (ST) A/C in the coming Assembly election. A press release issued by the convenor of his election committee alleged that the motive behind the incident was to attack Kikhonbou and his supporters. If it was the maquette for the upcoming 10th Assembly elections, it would bring chaos to the common people and political leaders, the press release added. Narrating about the incident, it said that around 10 armed persons came at SUI Hotel and tried to get inside the hotel. However, as the hotel authority refused to open the gates, the miscreants burnt down Kikhonbou�s Tata Safari and two Boleros parked in front of the hotel, it added. The press release further said that another Bolero was also pushed into a gorge. Urging the concerned to clarify on the incident the election committee also pressed the Government authority concerned to intervene into the incident and bring an amicable solution in order to ensure free and fair polls.

MPP seeks CBI probe

Imphal, September 24 2011: Alleging that officials of Directorate of Consumer Affairs, Food and Public Distribution has shiphoned off PDS items in the State, Manipur People�s Party (MPP) has drawn attention of the CBI to investigate the matter. In a representation submitted to CBI Director, MPP alleged that 90 percent of the PDS items were misappropriated while only 10 percent reached the beneficiaries in the State. It came to light after the regional political party sought information from the concerned Directorate through RTI regarding distribution of PDS items in the State from 2007 to 2010, the representation said. It added, according to the report made available by the Directorate, PDS items were distributed to the beneficiaries regularly. It questioned, if it was case why the common people in different parts of the State are making hue and cry of not getting of PDS items. It clearly indicated that the concerned Directorate officials in connivance with local agents had siphoned off these items on regular basis, the representation alleged. The party also urged the CBI to investigate into the matter at the earliest.

Speaking at the occasion as chief guest, CAF&PD Minister N Biren said, no room for corruption must be given in the fields of health, education and sports. Saying that the time for corruption and appointment of incompetent candidates have gone the Minister asserted that even a single corruption was allowed in the recruitment of RMSA teachers. He also promised that similar process would be followed in Teachers Eligibility Test (TET) as well. The candidates must cultivate confidence into themselves in order to root out corruption from the society. If all the candidates have the confidence of getting appointed without bribing the officials, corruption would automatically cease by itself. Speaking on the ongoing economic blockades, N Biren said that people who do not believe in democratic movements tend to indulge in such agitations. However, the whole community must not be blamed for the mischiefs done by a section of that community. In order to reduce the woes of the common people, N Biren said, the rate of essential commodities would be fixed at the earliest after holding a joint meeting of traders, social leaders and police. Parijat was speaking at the 115th birth anniversary function of Lamyanba Hijam Irabot at Kumbi Bazar community hall today. Highlighting the contribution of Hijam Irabot in safeguarding integrity of Manipur, Parijat claimed that the responsibility for ruling the State should be entrusted to the followers of Irabot. He asserted that the responsibility of ruling a State can be fulfilled only by political activists, not by social activists. Former CPI secretary L Iboyaima stated that Irabot opposed any idea of disintegrating Manipur. He also reminded about Irabot�s efforts to bring the hills and valley under common administration. A march past contingent was also held as a part of the birth anniversary function.

Imphal, September 24 2011: In a breakthrough in the killing of two non Manipuris who were shot dead by unknown assailants on September 18, the Imphal West District Police has nabbed the assailant and other co-accused of the incident. Speaking in a press meet, Senior SP, Imphal West L Kailun told reporters that the district police arrested one Wahengbam Haridev alias Don (28) son of late W Tomba of Wahengbam Leikai on September 23 along with PLA flags, festoons and posters for the forthcoming Raising Day of PLA/RPF. During interrogation, he disclosed that the killing of two Non-Manipuris were carried out by one Gurumayum Nimaichand (36) son of late Lalbapu of Uripok Nagamapal Singjubung Leirak and the arm used in the incident had been transferred to one Nityaichandra Pal (22) son of late Anilchandra Pal. Nityaichandra Pal was picked up by the district police along with the 9 mm Mauser-Werke with magazine and nine live rounds from his rent room owned by one Tourangbam Jishu alias James alias Meira son of T Madhumangol of Uripok Panchayat Maning. The main accused Nimaichand was also arrested this morning from the residence of Dr Arambam Ratankumar of Singjubung Leirak. He has admitted that he had committed both the crimes as per direction of SS Sergeant Major Jishu of PLA. The weapon was handed over to him by Jishu through an unknown person with which he carried out the mission. Nimaichand is the youngest brother of AA Assistant Army Chief of PLA G Inaocha alias Jame, the Sr SP said. In another incident, the Imphal West Police Commandos arrested another active cadre of PLA and a sympathizer of the party along with one 9 mm pistol and flags of PLA from Khoyathong on September 23 at around 4.10 pm. The active cadre of PLA was identified as SS 2nd Lieutenant and Secretary Division II (Imphal East) Thongam Thoiba alias Holand (36) son of Modhu of Kwakeithel Thokchom Leikai while the sympathizer was identified as Brajabashimayum Robin (42) son of B Shyamkishor of Bamon Leikai Mange Makhong. In yet another incident, the Imphal West Commandos along with 18th Sikh Regiment, posted at Tulihal arrested five active cadres of the proscribed UG group KCP (MDF) from Hiyangthang on September 23 at around 5.10 pm. They were identified as Yumnam Sobha son of Y Menjor of Irom Meijrao Mamang Leikai who is an IRB Jawan, Laishram Amarjit alias Inaoton (24) son of L Ibocha of Utlou Chanura Mamang Leikai, Md Ibomcha Phundreimayum (25) son of Md Rahim of Hatta Mana Ingkhol, Md Abdul Rashid (62) son of late Md Jan Mohammad of Sangaiyumpham Mairenkhul and Md Ithem alias Abdul (36) son of Md Abdul Rashid of Sangaiyumpham Mairenkhul. Out of them Yumnam Sobha was involved in the shooting of a lady Panchayat Member at Mayang Imphal area on September 16. Two AK 56 Assault Rifles with 110 live rounds, nine Chinese Hand Grenades, one Tata Sumo and one Bajaj Scooter were recovered from their possession. Meanwhile, Imphal West CDOs this morning arrested an active member of the proscribed UG group KCP (Noyon) from Churachandpur parking, Keishampat. He was identified as Haorongbam Bijoypal alias Inaobi (40) son of H Borachaoba of Wangkhei Thangapat Mapal. He disclosed that he has been working under SS 2nd Lieutenant Noren alias Khuman who is at Namphalong in Myanmar at present. He has been extorting money from Nagamapal Grocery Shops, Businessmen and general public for the last one year. He used to send money to Khuman through passenger buses. 26 printed Demand letters of KCP (Noyon) signed by Khuman was also recovered from his possession, L Kailun said.

Imphal, September 24 2011: Blocking of NHs in pursuit of a particular demand by a section of a society is prevalent only in the state of Manipur and nowhere else in the world and this particular act is very unfortunate for all, said Gaikhangam, President, MPCC. Speaking at the State convention held at GM Hall organised by the Kishan Khet Majdoor Congress, Gaikha-ngam said that in Manipur the people at large is bent on destruction rather than on constructive activity which will lead to development. As such no development process can take place. He further appealed to the general public to prevent all unwanted things from happening. We should all abstain from doing whatever comes into our mind. The current economic blockade and counter economic blockade should be lifted once and for all. He further went on to say that a country can develop only after the farmers' community is developed. As a result the Congress is doing its level best for the upliftment of the farming community and has set up a farmers' cell. There are many farmers who are still ignorant about the various schemes taken up by the government exclusively for the farmers. They need to be made aware of the different benefits given by the state as well as the centre. The benefits should reach the farmers. Or else there can be no development at all. Speaking on the occasion, Abinash Katgali, Secretary Kishan Khet Majdoor Congress, AICC said that the central government has taken up many steps and has established the farmers' cell as a platform to give the farmers a helping hand. The schemes taken up by the central government should reach the farmers of the state. The function was attended by other state Majdoor officials, office bearers of MPCC and ADC members.

Imphal, September 24 2011: While appealing to the people of the state to refrain from any communal acts and not to hate the people of a whole community for the hardships they are facing due to the ongoing economic blockades, Consumers Affairs, Food and Public Distribution Minister N Biren today said that some fanatics who do not believe in democracy is causing all the hardships to the whole people of the state by imposing economic blockades. While attending the Annual Get Together Meeting of DM College of Teachers' Education, the Minister said that the state is in a very critical situation. The ongoing economic blockade in demand of a full-fledged Sadar Hills district is the handiwork of political instigation. People are now facing the flaks of the past mistakes. People are demanding the government to use force to suppress the ongoing economic blockades as stocks of essential commodities is depleting in the state rapidly. If ever the government use force and power to suppress the agitators, many unwanted incidents will arise amounting even to death and injuries. Such actions will only bring destructions to the people of the state. If their demand is granted, ferocious communal clashes will take place from the next day itself, he asserted. In order to give some relief to the grief stricken people, the government is using all its power to bring in essential commodities along the NH 37 by providing heavy security escorts. In such situation, public cooperation is very necessary for the government to control the matter. Government is taking up certain steps to control the price rise of essential commodities in the state. A joint discussion between the government and the businessmen in Imphal area which is to be held today will review the price list submitted by the businessmen and come up with a solution soon, he said. He further said that the role of teachers in a society is very big. It is the teacher who teaches the younger generations for a better future. The recruitment of RMSA teacher was carried out in mark basis to refrain from corrupt practice in recruitment process. Furthermore, the recruitment of Primary teachers under SSA will be carried out on mark basis by calculating the performances in TET and academic career. Imphal, September 24 2011: Yet another counter blockade against the ongoing counter economic blockade initiated by the UNC on all the NHs of the state has sprang up in Chandel district leading to the destruction of a number of vehicles including an ambulance today. The counter blockade against the indefinite counter economic blockade by the UNC was launched by the Tata Sumo Welfare Association Kakching to Imphal and Imphal Moreh Road Transporters and Business Association as a reaction against the stoning of goods laden vehicles coming from Moreh to Imphal and severely beating up of a driver. The blockade supporters have restricted entries of all vehicles carrying goods as well as passenger goods. In course of the agitation the blockade supporters destroyed almost all vehicles plying along the NH 39 (Imphal-Moreh) not even sparing an Ambulance of the Chandel District Hospital coming from Imphal.

The wind shields of the ambulance were destroyed by the counter blockade supporters on the charge that essential goods have been transported through the ambulance. All the goods were taken out of the ambulance and destroyed. Apart from the ambulance, a Bolero (MN04A-6640), Auto(MN06_5A 0241) and a Van (MN01X-0469) were also destroyed by the blockade supporters. Some of the vehicles coming down from Moreh were set free by the blockade supporters on the ground that they have been suffering long from the previous blockades. The drivers of the vehicles joined the counter blockade agitation at Kakching Lamkhai. Speaking to Hueiyen Lanpao, a driver said that they are supporting the counter economic blockade against the attitude of the UNC blockade supporters where they broke down all vehicles in front of the police in which one Oinam Nanao(27) sustained injuries and is in a serious condition in Shija Hospital. Meanwhile, Imphal Moreh Road Transporters and Business Association have submitted a memorandum to the Chief Minister pressing him to provide sufficient security arrangements on NH 39 (Imphal- Moreh) so that all essential commodities could be procured in. But as they could not meet the CM the fate of their demands is not known as a result the Association will continue its bandh. Any unwanted incident happening to any individual should be their own responsibility, said a member of the Association. On the other hand, the Transporters and Drivers Union has launched an indefinite bandh along the Imphal-Moreh road and Chandel District against the UNCs blockade supporters burning down of vehicles and destroying them inspite of repeated request not to do so.

Imphal, September 24 2011: While reiterating its stand on the ongoing revolution against the India government on the occasion of its 33rd Raising Day, the proscribed UG group Revolutionary Peoples' Front (RPF) called for mass revolution against the India government for a peaceful and free Manipur. Greeting the people of the state on the Raising Day of the party, its President, Irengbam Chaoren in a press release stated that the time has come for the people of the state to participate in the ongoing revolution against the colonial rule of India if not by taking up arms but in democratic ways or by extending cooperation with the revolutionary groups. Unless the people of the state make their own destiny, no one will come to save the people from the colonial rule of India and free from it, he added. Ever since Manipur was forcibly merged into the Indian Union, the dark age of Manipur began. Moreover, the corrupt politicians in the name of serving the people helped India in their colonial process. Huge amounts meant for the development of Manipur goes in their pocket. They never think about the future of Manipur. Corruption is in its highest crime in the state where a well educated youth finds it impossible to get a government job without filling the pocket of the corrupt politicians and officers. With such irresponsible practices, many educated youths of the state have spent their lives in vain and many have drowned in the sea of drugs and intoxicants. While many have left the state to work in big companies in other states and countries leaving the state in its miserable condition as they do not see any bright future for themelves here. Meanwhile, India government is using drugs and intoxicants to lead astray the youth of the state, giving them no glimmer of hope of a future. By introducing various types of drugs, they are demolishing the future of the state. Many have become victim to such drugs and intoxicants while many innocent women are spending their lives as a widow. On the other hand, instead of developing agricultural related industries in the state and increasing the productivity of the state, the India government has been planning to create a sense of insecurity in the minds of the people of the state by snatching huge areas of fertile agricultural lands in the name of development for building offices, schools and other structures. Since the India government has been creating such sense of insecurity among the people, many have begun to feel that they could not survive without the help of India. In such situation, the frequent bandh, general strikes and economic blockades along the National Highways of the state are also playing a major role in increasing this sense of insecurity. Even when the economic blockade has entered 54 days, the India government is not doing anything for the people of the state. It clearly shows how they use such economic blockades and general strikes as a successful tool of creating insecurity in the mind of the people of the state. Such frequent economic blockades have been exploiting the whole people of the state every now and then since the past many years. Meanwhile, the inactive response of the India government has led the people of different communities residing in the state on the verge of a fierce communal clash which is one of the secret agenda of India. On the other hand, unaware to all, they are using religious factors as a tool of demolishing the traditional religion and culture of the state in the name of globalization. In such situation, the general election held in the state every five years under the Indian Constitution has been tagging the people of the state in day dreaming with many non realistic dreams which will never comes true. People of the state have witnessed many good persons who are willing to do something for the people of the trouble torn state. However, all such politicians or leaders change their colours as soon as they get inducted under the Indian Constitution. Instead of standing for the state and its people, they became the orderly of the India government and began to show their dark sides to the people of the state. Moreover, India is using the election as a useful tool in covering the frequent human rights violations by its security forces from the rest of the world by claiming that the situation is just an internal unrest which happens under their own elected representatives. While expressing serious concern in all such prevailing situations in the state, RPF urged the people of the state to participate in the ongoing revolutionary movement against the India government and demand for a free Manipur which was forcibly merged into the Indian Union. It is high time the people to come out and voice their demand to the world that they do not want to remain under the colonial rule of India and its constitution. Only then the revolutionary movement against the India government will see new rays of hope, it stated. Meanwhile, the India government is using the Peace Talk as an effective way to tackle the revolutionary movements in the North Eastern States. Many revolutionary groups have fallen prey to the net of peace talk of the India government and many have become almost non active after signing peace accord with the India government. On the other hand, India government is using such peace talk in creating communal tension among the different ethnic communities residing in the NE states especially in Manipur by making them reactionary organizations who aim to degrade the revolutionary organisations. All such peace talks ever initiated were conducted under the purview of the Indian Constitution with certain rules and conditions of the India government. By going through such peace talks, one cannot get freedom from the Indian Constitution since no other third party like United Nations has ever been involved in any of these peace talks. In order to strengthen the ongoing revolutionary movements against the India government initiated by the various revolutionary organizations in the state, the Coordination Committee of Seven UG groups was formed with an aim to stand united against the colonial rule and its security forces for a free Manipur. Such steps of the revolutionary groups will inspire the various revolutionary groups in the state and strengthen the movement, it added.

Imphal, September 24 2011: "From village to negotiating table", a community consultation for livelihood and legal redressal of women survivors of armed violence was held at the conference hall of the Classic Hotel today. The function which was organized by the North East India Women Initiative for Peace, an initiative of the Manipur Women Gun Survivors Network and CAFI was attended by Yambem Laba, former Member, Manipur Human Rights Commission, Binalakshmi Nepram, founder, Manipur Women Gun Survivors Network as the Guest of Honours. Speaking on the occasion, Yambem Laba said that as the state is in a conflict situation, a lot of women have become widows because this situation. In order to highlight their problems and to find ways and means to address their problems at large, a Conflict Widows Forum need to be established in the state. Due to the absence of such a forum, the problems of the conflict widows are increasing rapidly. He further went on to say that the Manipuri society today is facing the impact of the use of guns in elections. Many have died leaving behind widows and orphans. Sometimes the surviving widows and orphans experience such situations that they prefer to die rather than live in such conditions. For quite long we have been living under the barrel of guns. We need to come out of this state of affairs and breathe freely, he said. Speaking out before the public, Edina Ningthoujam (30), who is women survivor of conflict situation in the state, said that her husband (N Anand) was killed in a fake encounter on January 21, 2009. He was reportedly picked up from DM College and was taken to Senapati where he was physically tortured and ultimately shot to dead. Locals of the nearby village show N Anand being brought by security personnel in Senapati and killing him after he was beaten up. But none of the villagers was willing to stand witness to the incident when she approached them. As such, her appeal to the National Human Rights Commission for justice has been delayed. She further went on to say that such a gathering will enable the surviving widows to come out in the open and discussed their problems, help them to be economically independent. In fact, it encourages them to live a better life. Advocate Premlata, panelist in the discussion said that there is nothing to fear about becoming a witness, people should come out and be witness so that justice is given to the victims. She further said that there are lots of government schemes for the widows. But it hardly reaches the beneficiaries. Even getting forms for these schemes is a problem, when approached officials sometimes say forms are over or the forms are with the MLA, which is not acceptable at all. The government should see that the schemes reach the beneficiaries.

Imphal, September 24 2011: Fans of the then local rock band--Post Mark (PM) is planning to airlift four of its members to make them witness the forthcoming Metallica concert in Bangalore next month. The four Post Mark members are Boycha Konjengbam (Bassist), Ingocha Thingom(Guitarist), Paras Nongmaithem and Bipin Sanjenbam(both Drummers) . �Our effort is to give a tribute to the Post Mark�, says Keisham Prameshor, a Post Mark fan. �The idea to make Post Mark members attend Bangalore show was initiated through Rock Music Manipur (RRM) -a mailing list and Post Mark fans group in the social networking site Facebook in the last few days�. RRM has around 370 members while Post Mark fans group has as many as 803 members and still counting. A pre-show event will also be organised besides offering to watch the Metallica show, he added. Post Mark, a Manipur based metal band in the mid-nineties,used to rock the traditionally music loving state with their own composed tracks besides performing most of Metallica covers. But now except the then Drummer Paras, most of the band members have already taken up different occupations for the livelihood after the expiry of their vocalist Abungcha Kshetrimayum sometime ago. Meanwhile Post Mark fans across the globe as part of giving tribute for their memorable performance contributed �enough resources� for the travel and accommodation of the band members at Bangalore. �The move was initiated with one of our colleague Ringo Pebam in Bangalore", Samom Roshan,another fan recalled. Essential commodities Misappropriated : MPP

Imphal, September 24 2011: The Manipur People's Party (MPP) alleged that the State Directorate of CAF and PD misappropriated most of the food grains entitled to the State by some officials in collusion with local agents. The Directorate of Consumer Affairs, Food and Public Distribution, Government of Manipur from time to time released huge quantity of rice for distruibution to the BPL, AAY and APL card holders but most of quantity of rice has been misappropriated by concerned officials, the MPP in a letter to the Director, Central Bureau of Investigation alleged. The MPP in a letter to the Director, Central Bureau of Investigation, New Delhi urged it to investigate the matter and book the culprits under the appropriate penal law of the land. The letter addressed to the Director of the CBI, New Delhi Stated that huge quantity of rice were lifted and released for distribution to the public during the period from January 2007 to December 31, 2010 but only ten per cent reaches the beneficiaries while the rest of the 90% was misappropriated by the concerned officials in collusion with local agents appointed by the department.

Imphal, September 24 2011: A short story titled 'Mahakta Natte Soinaba Eisuni', written by Moiorangthem Moirangleima (Lata) Chanu was released at a formal function held at Manipur Press club today. The function was graced by G Satyabati, Director, Social Welfare Department, Dr K Sushila, Dep Director, Manipur State Achieves and Chingsubam Wangambi, President, Meetei National Front as the Chief Guest, President and Guest of Honour respectively. Dr Waikhom Romesh, lecture of GP Women's College spoke about the book. Speaking on the occasion, the author of the book, Moirangthem Miorangleima said that the book released today deals with the day to day happenings in the life of an individual. The book also highlights the essential qualities of a woman, the roles played by a disable person in a society, the conflict situation and the bandhs and blockades prevailing in the state.

JDDC calls 60 hrs general strike

Jiribam, September 24 2011: While condemning the act of the state government and its nature of handling the issue of Jiribam, the JDDC has called for a 60 hours general strike from 6 pm of September 26 till 6 am of September 29 . Maipaksana, Convenor of JDDC in a press release emailed to Hueiyen Lanpao stated that the general strike is being called by the JDDC as the situation demands it. He said that the government is trying to sideline the issue of a full-fledged Jiribam district by promising to grant their demand but not giving an exact date. While appealing to the people of the state especially those residing in Jiribam area, he stated that JDDC will face any action which might cause disturbance in the proposed general strike. Any untoward incidents arising out of the general strike will be the sole responsibility for the government, he added.

Imphal, September 24 2011: The Social Democratic Party of India will stage a silent public rally against the rise in price of essential commodities on September 27 and a memorandum in this regard will also be submitted to the Governor. Highlighting this at a press conference held at the office of SDPI at Lilong Bazar today, SB Wahidur Rehman, President of the Party said that due to the economic blockade initiated by SHDDC and UNC the price of essential commodities has risen sky high. Still the government is keeping mump on the issue. The rally would then proceed on the NH 39 towards the Raj Bhawan. The party would then submit a memorandum pressuring the Governor to take up stringent measures to lift the ongoing economic blockade and relieve the public from price rise.

Imphal, September 24 2011: Jamsat Songtun Youth Club (JSYC) rewrote the script of the Sadar Hills District football league tournament by defeating reigning champion SC Loagos 6-3 via penalty shoot in the final match of the competition at Thomas Ground, Kangpokpi today. The win also ensured JSYC a berth in the final round of the forthcoming Sir Churachand Singh Memorial (CC Meet) football tournament. Runners-up to Loagos in the previous edition, JSYC scored four goals in the tie-breaker as their rivals managed only one. Normal time ended on a 2-2 draw with Momoi and Laltinmang scoring for Loagos in the 20th and 21st minutes respectively while the eventual champions rallied through Thanglen (36th) and Thangcha (71st). JSYC�s Thangjahao was presented the top scorer award for his tournament tally of seven goals. Imphal, September 24 2011: The All Manipur Football Association suspended H Chakravorty Jersey number 9 of NEROCA for violating the rules of the game during a match of the ongoing Manipur State League on September 22 where he physically assaulted the referee at 37 minutes of the match. The Executive Council of the Association in its meeting held on September 23 decided to suspended Chakravorty for two matches and to impose a Rs 2000 fine.
