Imphal, November 03 2011: Altogether 481 goods laden trucks arrived here along NH 37 today. These trucks are part of the convoy of 962 trucks which left Jiribam for Imphal with security escorts yesterday. Of the 481 trucks which arrived here at 5 pm, three are diesel tankers, one is a LPG bullet tanker and others are loaded with different goods.

Imphal, November 03 2011: A 10-member cultural troupe of Kanglei Shaktam Langba Kanglup, Haobam Marak Irom Leikai would be leaving Imphal tomorrow to perform cultural programmes in the two-day long Autum Festival, 2011 which would be held at Barapani, Meghalaya from November 5 to 6 . In the festival, the cultural troupe would represent Manipur and perform various cultural items including Thang-Ta, Pung Cholom, Dhol Chom, etc.

2 IEDs found planted

Imphal, November 03 2011: Two powerful Improvised Explosive Devices (IEDs) were found planted near the firing range of CRPF at Mantripukhri under Heingang Police Station. The IEDs were detected at around 11 am today by a team of CRPF personnel who were coming along with sniffer dog. This was the second time in few years that bomb/IED had been found planted near the firing range.

Imphal, November 03 2011: The retaining wall of Lairenpat Tourist Centre, which is under construction at an estimated cost of Rs 3.02 crores along the right side of Kongba-Irilbung Road under Imphal East district, has reportedly collapsed over a distance of 15 metres. The pillars of the cafeteria attached to the Tourist Centre too have sunk. Alleging lack of quality control in the construction work, people of the area have drawn the attention of the authorities concerned for necessary action.

The organizers of the event, which include the Institute of Advance Studies of United Nations University, International Organisation Centre, PCFO, Yokohama, Japan would be meeting all the expenses related to travel, lodging and boarding for participation in the conference. Tombiraj is a Steering Committee member of an important Sub-Committee under Health and Family Welfare Division, Planning Commission, Government of India. He is also the President of Manipur State Traditional Healers' Association.

Imphal, November 03 2011: Irom Sharmila Chanu, who is set to complete her eleventh year of huger fast against the controversial Armed Forces (Special Powers) Act on November 5 , has urged Prime Minister Manmohan Singh to take into account her struggle for the cause of the people. The 'Iron Lady' of Manipur expressed her mind when former Vice Chancellor of Aligarh University, M Rahman met her today afternoon at the security ward of the Jawaharlal Nehru Institute of Medical Sciences (Jnims) close to her Promopat residence in Imphal East. Rahman, who is a retired IAS officer and a key functionary of a Pune-based NGO Sarhad, said he would convey her message to the PM through appropriate persons. "There is no place for the draconian Act in this democratic country and I'm struggling since the last more than ten years against it . The Central leaders especially the Prime Minister should take note of the cause I have taken up," Sharmila said.

Reacting against the State Government's failure to issue permission to a team of her supporters to meet her recently, Sharmila expressed deep disappointment against the Chief Minister, who also holds the Home portfolio. Participated by 25 activists , the 4,500 km long Srinagar to Imphal 'Jan Karvan march' campaign was flagged off by social activist Medha Patlkar in Srinagar on October 16 and it reached Imphal on October 27 after holding series of meetings and other activities in nine cities including the national capital. On October 29, the campaigners left Imphal without seeing her as the State Government denied permission for the meeting. The previous day they courted arrest during a hunger fast protest. "The CM should know that they (campaigners) came all the way from Kashmir to Imphal. They should be treated as human beings with sympathy. Instead, they were denied by the Government to meet me. I'm deeply hurt by the Government's unwanted attitude towards them," lamented Sharmila. Taking note of the angsuih of Sharmila, Rahman said, "You have responded in a Gandhian way. You have made a tremendous sacrifice for the cause of the people. We will work for repealing the Act. We will definitely convey your words to the PM through appropriate persons" . Social worker Jeevan A Ninghou,who coordinated Rahman's Manipur visit, said he would work for translating some letters sent to Sharmila from her supporters in Kannada language to Manipuri. Ningthou, who also accompanied Rahman in Sharmila's meeting, took the letters from her and assured to do the translation works very soon. Sharmila, who has penned a number of poems on social issues, said she would release an article probably on Saturday, the day she enters her eleventh year of fast against AFSPA.

Imphal/Tamenglong, November 03 2011: Union Home Minister P Chidambaram today inaugurated a newly constructed mini-secretariat at Tamenglong Khunjao together with a JNV School at Duikanglong, two 33/11 KV power sub-stations and two new multi-complexes in Tamenglong district. The Union Home Minister accompanied by Chief Minister Okram Ibobi went to Tamenglong in a helicopter at about 10 am today. P Chidambaram first inaugurated the JNV School at Duikanglong and then he opened the Tamenglong mini-secretariat built at Khunjao, before flying back to Delhi today. Chidambaram also inaugurated one 33/11 KV power sub-station at Tamei. Another such project was also inaugurated at Tousem subdivisional headquarters. Addressing a public meeting held inside the mini-secretariat complex, P Chidambaram stated that the Centre and the State Government share a common objective of bringing development in Manipur. He exhorted the people to have a sense of belonging, saying "Manipur, like other States of India is a plural society" . Chidambaram also appealed to the UNC to end the economic blockade along the National Highways, and added that blockade or kidnapping will not bring any solution and there is no problem which cannot be solved through 'talks' .

He also said that UNC was willing to restart the tripartite talk of GoI, GoM and UNC and they wanted the venue to be Senapati. The Home Minister further said that the minisecretariat inaugurated today would speed up development pace in Tamenglong district. He gave credit to the State Government and the Tamenglong Deputy Commissioner for successfully completing the mini-secretariat within the stipulated time. Stating that electricity, water, transport infrastructure, health care and education infrastructure are the basic necessities of the people, the Union Home Minister asserted that it is the duty of the Government to deliver all these basic necessities. The Union Government has sanctioned enough fund for development of Manipur and there would be no paucity of fund for development purposes. But there is a need to ensure that the State Government execute and complete the projects in time. He stated that funds sanctioned by the Centre for development programmes in hill districts of Manipur have been fully utilised whereas the overall plan outlay for the State has been utilised by 39 per cent. The Union Home Minister also assured more funds, if required, for taking up development programmes in the hill districts. Pointing that all the States of India are inhabited by different communities, Chidambaram advocated peaceful negotiation among the communities towards an amicable solution as and when any problem crops up. "Violence would not bring anything positive. Only when different communities of the country learn to live together in unity, the country can achieve development in the real sense of the term", he stated. Chidambaram promised to the people that a free bus service will be made available every half an hour to the public and the office goers between Tamenglong bazaar and the mini secretariat. He also assured that from the present 39% out of the general budget of Manipur under NEC fund, more funds would be spent for hill districts in future. In his speech, Chief Minister Okram Ibobi stated he felt elated when the Union Home Minister inaugurated and dedicated several development projects to the people in different parts of the State since yesterday. Noting that the 50-bedded Tamenglong district hospital could not completed till date, Ibobi reminded that the hospital was a component of the Prime Minister' package and it must be completed without any further delay. For making roads from Tamei to Tamenglong and from Tamei to Kangpokpi, the North Eastern Council has sanctioned Rs 80 crores. Ibobi informed the gathering that funds sanctioned under NLCPR and NEC for development works in the hill districts of Manipur have been utilised by 80 per cent and 40 per cent respectively. Noting that the Union Home Minister has personally witnessed the development works taken up by the State Government in the hill districts, Ibobi exuded that the Union Home Minister would apprise the Prime Minister about what he saw in Manipur, and that the Centre would take up further steps deemed necessary. Like at Tamenglong district Hqs, the Union Home Minister was the chief guest of the school inaugural function at Duikanglong which was presided by the Chief Minister. There, Chidambaram underscored the importance of education for any society to achieve progress and development. He also assured to provide whatever support needed by the people of Tamenglong district in their quest for development. Ibobi stated that JNV School would be able to provide quality education to poor students. Today's inaugural functions were also attended by Power Minister Phungzathang Tonsing, Hill Areas Committee Vice-Chairman K Panmei, MPCC president Gaikhangam, MLA Awangbou Newmai, top police and civil officials, village chiefs, church leaders, students and local villagers.

Road rules prior to Mandalay bus service

Imphal, November 03 2011: Though the proposed Imphal-Mandalay bus service has been approved in-principle by the Ministry of Home Affairs, Ministry of External Affairs, Ministry of Road Transport and Ministry of Development of North East Region, the Government would be making more studies about left-hand driving and right-hand driving prevalent in the two countries as well as the aspect of immigration. An official source informed that officials of the four Ministries held a meeting on the proposed Imphal-Mandalay bus service on October 24 . The meeting was also attended by the State Transport Director and the Planning Joint Director. The meeting agreed on sending a joint team of officials from the Ministry of Road Transport and the State Transport Department to look into immigration formalities being applied to Kolkata-Dhaka bus service. The meeting also deliberated on left-hand driving followed in Myanmar as against right-hand driving followed in India. It also explored the option of changing buses at Moreh. However, the meeting could not adopt any definite decision. Nevertheless, the meeting agreed on entrusting the task of finding out the possible inconveniences and difficulties that would be caused by the two different driving patterns followed in the two countries to the Ministry of Road Transport and the Ministry of External Affairs. The bus service to Mandalay is in line with the Look East policy of the Government. The matter has been in the pipeline for long.

ZYF states stand on district creation

Imphal, November 03 2011: The Zeliangrong Youth Front (Assam, Manipur, Nagaland) has said that Zeliangrong people will not hesitate in launching the most intense agitation if their land is either merged in the proposed Sadar Hills district or included in any districts other than the parent Tamenglong district. ZYF-AMN also suggested the State Government to comply with the directive of the Government of India before the creation of the Sadar Hills district is finalised in order to maintain peaceful atmosphere in the State. ZYF-AMN said that the MoU recently signed between the Manipur Government and Sadar Hills Districthood Demand Committee regarding the creation of three new Sub-divisions in addition to the existing three Sub-divisions within Kuki dominated areas clearly indicates creation of a district exclusively meant for the Kuki community. Maintaining that the MoU has reflected the necessity for consolidation of community based district, ZYF-AMN said, therefore, the same method must be applied to the long pending Zeliangrong people merger demand as well. Saying that the merger demand was made in written during the public hearing conducted by CRA&PDB, ZFF-AMN added that any paradoxical decision, if taken by the Government in this regard, would be strongly reacted to in a befitting manner. It added that any attempt to merge the Zeliangrong villages of different hill districts into the fold of valley districts would not be tolerated as well. Cautioning the State Government not to take the merger demand of the Zeliangrong people lightly which has been approved by the Centre, ZYF-AMN asserted that further delaying of the matter would only lead to complicacies. ZYF-AMN added that it is the right time for the CRA&PDB in particular to redraw the district boundary of Tamenglong district by clubbing Zeliangrong lands together which were parted during the creation of different districts and Sadar sub-division in the past without the knowledge and consent of the Zeliangrong people.

Winter crops likely to wilt under blockade heat

Imphal, November 03 2011: Disturbance caused to transportation of winter (Rabi) crop seeds as a consequence of economic blockade called on the National Highways is likely to have its fallout on the production of vegetables, according to the Horticulture Department. A source in the department said distribution of rabi crop seeds to farmers in all the district are usually completed by October month every year. However, imposition of blockade for prolonged period has severely disrupted transportation of the seeds from outside the State resulting in the Department yet to finalise distribution of seeds to the farmers even though it is the first week of November. While informing that negligible quantity of cabbage and bean seeds have started to arrive, the source stated that the Department has no stock of cauliflower, onion and several other varieties of beans. It is also informed that due to risk of plying vehicles during bandh/blockade period, transporters have been reluctant to ship vegetable seeds inspite of increasing number of farmers from all corners of the State demanding that the rabi crop seeds be provided to them. The annual programme of the Horticulture Department to distribute rabi crop seeds to selected beneficiaries under the District Horticulture Officer is also likely to be derailed as no allocation order could be finalised due to stock inadequacy, disclosed the source. Stating that every district has 300-400 farmer beneficiaries to whom the rabi seeds are supposed to be allocated to farmers possessing one hectare cultivable land, the source said while disclosing that most farmers in the State do not have such large land. The source also informed under Technology Mission programme of the Government the State Horticulture Department has to procure rabi crop seeds of Rs 1 crore and the same supposed to be provided to the beneficiary farmers at subsidised rate. However, taking into account the economic status of the farmers, most of whom are poor, the winter crop seeds have to be provided free of cost, the source maintained and contended that distribution of seeds is not immune from politics. Substantiating the assertion, the source said it has become a routine of late for MLAs/Ministers to exert pressure on Horticulture Department officials to ensure that farmers of their choices are allocated hybrid seeds, the cost of which ranges in between Rs 1000 to Rs 33,000 per kg. Reiterating that in case of continuation of bandh or blockade it would have severe impact upon the winter crop productivity, the source said inspite of difficulties faced by the Department efforts are on to assist the farmers in the form of conducting training programme. Stating that a farmers' training programme is currently underway, the source said some varieties of winter crop seeds are being provided to the trainee farmers and hoped that the situation improves to facilitate bountiful production of winter crops.

Disaster Response Force in the pipeline

Imphal, November 03 2011: Taking into account the location of Manipur in one of the five seismic active zones coupled with the recent devastating earthquake in Sikkim which measured 6.9 on the Richter Scale, the State Government has decided to set up a State Disaster Response Force. A top official of Relief and Disaster Management Department informed The Sangai Express that the Government decided to set up the Disaster Response Force as there is no guarantee that devastating earthquakes like the Sikkim quake will not occur in Manipur. For the State Disaster Response Force which would be set up in the line of National Disaster Response Force, 502 staff of Excise Department have been re-deployed in Relief and Disaster Management Department. Staff and personnel of the proposed force would be trained by the National Disaster Response Force based at Guwahati. Moreover, necessary equipment would also be procured shortly, informed he official. Director General of National Disaster Management Rajiv held a meeting on the matter with the State Principal Secretary of Relief and Disaster Management Dr Suhel Aktar at New Delhi on October 31 . Noting that earthquakes of small magnitudes have been occurring frequently in Manipur, the meeting underscored the need for preparedness on the part of the Government. Apart from earthquakes, the State Disaster Response Force would be deployed at times of large-scale floods, landslides and other natural calamities. The force would have one unit each in all the districts and it will impart training and awareness on disaster management to civilians. To promote construction of earthquake resistant houses/buildings, 200 engineers and 50 architects have been trained in MIT. Moreover, some police officers have been trained on disaster management. Relief and Disaster Management Dept has also asked the Imphal Municipal Council to ensure that buildings constructed within its area abide by the Bureau of Indian Standard (BIS) code.

Imphal, November 03 2011: Noting the stoic silence of both the Prime Minister and union Home Minister when people of Manipur suffered as a consequence of blockade and counterblockade, CPI (M) General Secretary Prakash Karat said the party condemns such indifferent attitude of the Central Government. Speaking at a public meeting held today at GM Hall, Karat said inability of both the Congress-ruled Central and State Governments to open the National Highways inspite of a Supreme Court decree prohibiting bandhs or blockades is not only questionable but defies logic. Noting that increase in prices of essential commodities, including petroleum products, triggered by the economic blockade is not in terms of a few rupees but in hundreds, the Communist leader rued that neither the Central Government stepped in nor did the state authorities demonstrate determination to mitigate suffering of the people. Reacting to frequent hike in prices of petroleum products by the UPA Government, he said CPI (M) is strongly opposed to policy of the Central Government, which should be held responsible for the increase in prices of almost every essential items as a consequence of hike in petroleum products. He alleged that contrary to suffering of the common people when prices increase individuals and political class close of the Government had been reaping the benefits. On the Union Home Minister P Chidambaram claiming that there is or will be no paucity of development fund for the State, Prakash contended that despite adequate fund from the Centre, common people of Manipur are being deprived of all the benefits. He also alleged that whatever amount the Central Government might be providing to the State the major share is split between the ruling political party members and high ranking bureaucrats. Commenting on corruption, Prakash Karat asserted that corruption has been the hallmark of the UPA Government and strongly advocated that along with enacting the Lokpal Bill there is need for a mechanism to check rampant corruption. Maintaining that BJP-ruled States are also not free from graft cases, he asserted that in Manipur corruption has been a common feature whenever there is fresh appointment or recruitment exercises. Prakash suggested that there should be concerted campaign and movement by the CPI (M) to check the menace of corruption. Speaking at the occasion, CPI (M) Central Committee member Nurul Huda said imprisonment of a number of politicians and high ranking officials testify that the present Congress Government in the Centre is corrupted. He expressed similar remorse as Prakash Karat, that the Government had been indifferent to suffering of the people of Manipur due to imposition of economic blockade for over three months. The public meeting was also attended by the party's State Committee secretary Sarat Salam along with its other functionaries such as Shanta and Meitram Shamu. Prior to winding up the two-day visit Prakash Karat also addressed newspersons at Manipur Press Club this afternoon during which he affirmed that CPI (M) will field candidates for the ensuing Manipur Legislative Assembly elections, likely to be conducted early next year. While confiding that CPI (M) Central Committee has already resolved to put up party nominees at the elections, he however conceded that decision is yet to be finalised on the number of candidates for the upcoming polls. Functionaries of the CPI (M) State Committee were present at the media briefing.

Imphal, November 03 2011: Raising strong objection against the Government's plan to abolish Excise Department and absorb the existing staff in Relief and Disaster Management Department as Disaster Response Force, staff and personnel of Excise Department staged a protest demonstration today. On account of the protest demonstration staged at the gate of Excise Commissioner's office at Lamphelpat, the department's work was disrupted. Talking to media persons, general secretary of the Excise Employees Welfare Association L Bole said that as a new policy of the Government of India and as per a decision of the State Cabinet, an order has been issued to absorb the existing 502 staff of Excise Department in Relief and Disaster Management Department. Out of the total 537 staff, only 17 would be retained in Excise Department and others would be absorbed as Disaster Response Force as per the Cabinet decision. But after filing a complaint at Court, it has been arrange to retain 18 staff in Excise Department. A release order issued by the Excise Commissioner on October 29 directed the 502 Excise staff to join Relief and Disaster Management Department immediately. Saying that the Excise personnel were not trained like army, para-military forces, police or firemen, Bole asserted that the Government's plan to re-deploy the untrained Excise personnel as Disaster Response Force would be disastrous. It is also a serious question whether the Excise staff would enjoy their line of promotion, service protection and job satisfaction in their new department. By 2015, 90 per cent of the existing Excise staff would be retiring, he said. There are 39 Excise check-posts in the State whereas country made liquor, IMFL, ganja, narcotic drugs and psychotropic substances have been identified as excisable items.

Joseph Pauline, ED, DRDA Tamenglong, Dr Chambo Gonmei, DTO and L Poucharei Gonmei, EE PHED Tamenglong graced the function as Chief Guest, Guest of Honor and function president respectively. Result of Essay competition held on 26 October on the topic 'Cleanliness of villages through solid and liquid waste management' was also declared. Gaisuamrei Panmei of UB School, John Phunganlung Gonmei of DB School and Wangriamjeiliu Ruth Gonmei of UB School won the first, second and third prizes of Rs. 2000, Rs. 1000 and Rs. 1500 respectively. Lungriading of Pretty Lamb, Karianliu and Thanpuilu of Model Village Govt HS Tamenglong HQs won the Consolation prizes of Rs. 500 each. Pension given to Physically Challenged Persons

Imphal, November 03 2011: As in past years, Padmashree L Nabakishore today distributed monthly pension amount of Rs 150 per month to 200 physically challenged persons in a function held at Kangmong Meisnam Leikai. So far, L Nabakishore has provided pension to 720 physically challenged persons. Konthoujam Assembly Constituency MLA K Sarat was also present at the function organised by International Handicapped Welfare Mission. Prizes for the 8th patriotic song competition held on October 25 was also distributed in today's function. Sarangthem Bijayalaxmi of Kakwa Maibam Leikai won first prize while Y Vimi Devi of Singjamei Top Leirak and H Bidyalaxmi Devi of Kairenphabi Mayai Leikai got second and third prizes respectively. Cash prizes of Rs 3000, Rs 2000 and Rs 1500 were given away to the first, second and third prize winners respectively.

Bar Association suspends works

Imphal, November 03 2011: Even as the lawyers of Gauhati High Court, Imphal Bench have suspended all Court works from yesterday due to non-availability of petroleum products, High Court Bar Association has submitted a memorandum to Home Minister P Chidambaram drawing attention regarding the state of affairs prevailing in Manipur as a fallout of the ongoing economic blockade clamped along the National Highways. The memorandum demanded the Home Minister for taking up of necessary action to open up the blockades by using law enforcement machinaries belonging to the Government of India. The association also pressed on setting up of a National Highway Protection Force for all time protection of the highways of the State. Imphal, November 03 2011: Y Indira who is set to take on Chief Minister Okram Ibobi in the forthcoming Assembly elections in Thoubal AC was threatened by some unidentified persons who lobbed a hand grenade at her office. A police source informed that one hand grenade was discovered in the complex of Women Income Generation Centre (WIGC) at Thoubal Wangmataba this morning. Incidentally, Y Indira is the chief functionary of WIGC. The grenade was retrieved by explosive experts of Manipur Police who set it off safely at an isolated place. Meanwhile, two IEDs were discovered near the firing range of Mantripukhri in Imphal East district at about 11 am today. The IEDs have been retrieved by police.

The Home Minister was addressing a public meeting at the Tamenglong public ground after inaugurating Tamenglong Mini Secretariat complex and Jawahar Navodiya Vidyalaya building at Tamenglong district headquarters. He also inaugurated two 33/11KV sub-stations at Tamei and Tousem sub-divisions in the district. The Home Minister accompanied by Chief Minister O Ibobi touched down at 10 am and immediately inaugurated the JNV School at Duikanglong first. Chidambaram also inaugurated Jawahar Navodiya Vidyalaya at Tamenglong district head quarters. There is no issue that cannot be solved through debates and discussions said the Home Minister and asserted that bandh, blockade is not the solution. Union Home Minister P Chidambaram said talks on any issue will be arranged anywhere or any place of the State according to wishes of the concerned groups like United Naga Council (UNC) and imposition of bandh and blockade often will only be a loss for those who take up such agitations. Chief Minister O Ibobi Singh while stressing the importance of health care sector urged the concern contractor to expedite and complete the 50 bedded hospital at Duigailong. Tamenglong district which was once known as the most backward districts of the state will change into one of the most advanced districts after the taking up various developmental works. He also hoped that the Union Minister, P Chidambaram will convey the grievances and problems of Tamenglong to Prime Minister Dr Manmohan Singh and Sonia Gandhi. The Chief Minister reiterated the need to live together in peace and harmony and "if there is any problems let us discuss and solve the issue". ZYF reiterates merger of Zeliangrong areas in hill districts

Imphal, November 03 2011: The Zeliangrong Youth Front (ZYF) has accused the state government of trying to create a district exclusively for Kuki community. The Memorandum of Understanding (MoU) signed between the Manipur Govt and Sadar Hills District Demand Committee has added three new sub-divisions to the already existing 3 sub-divisions so as to make it 6 sub-divisions within small areas of kukis dominated jurisdiction towards this end. In a press release, ZYF stated that the same method should be applied to the Zeliangrong people merger demand which is a longstanding demand. "Reiterating the merger demand, the Zeliangrong Youth Front have submitted the matter in writing during the public hearing conducted by the CRA&PDB, therefore, any paradoxical decision if taken by the govt. in this matter will be strongly reacted in befitting manner" it added. "Any attempt to absorb the Zeliangrong villages of different hills districts into the fold of valley districts will be considered as a deliberate intention to render the Zeliangrong people minority in all districts" it stated and cautioned to desist from such attempt adding that the Zeliangrong people will never tolerate such a move. While hinting the government not to take the merger demand of the Zeliangrong people lightly ZYF warned that further delay in the matter will only lead to complication. It also appealed to the CRA&PDB in particular to redraw the district boundary of Tamenglong district by merger of the Zeliangrong lands which were parted during the creation of different districts and Sadar Hills sub-division in the past without their knowledge and consent. "The Zeliangrong people's stand and position was already made it very clear to the CRA&PDB, therefore, the Zeliangrong people being democratic law abiding citizens may not be hesitated to launch strongest agitation if their land is still included in the proposed Sadar Hills district or in any districts other the parent Tamenglong district" it warned.

Imphal, November 03 2011: Implementation of School Health Programme, which is being taken up under the National Rural Health Mission (NRHM) with the main objective of keeping a close watch on the health of school going children, especially in rural area, has not been able to make any significant impact in Manipur due to various factors like lack of financial resources, manpower, communication, etc. According to a reliable source, for implementation of the programme, imparting necessary training to the school teachers, health staffs and other required personnel started since 1992-93. However, the benefit of the programme has not been able to extend to school going children in rural areas due to lack of financial resources, manpower and communication facilities and means among other factors. For the first time in Manipur, implementation of School Health Programme had been launched in Ukhrul and Imphal East district as pilot projects of the respective District Health Mission Societies under the State Health Mission Society. In Ukhrul district, the programme was launched officially on March 15, 2007, and it was supposed to be extended to the remaining districts. But beyond the launch of the programme in Imphal East district, there has been no further coverage. Under School Health Service Programme, medical check-up of all school going children up to secondary level is to be conducted at least for a week in an academic session by the doctors and staff of the existing Primary Health Centre (PHC) or Community Health Centre (CHC) or other health institutions. However, in rural area, most of the health centres do not have the basic infrastructures, not to mention of specialist doctors and trained medical staff, and there is also no adequate teachers in most schools, thus posing hindrance to the successful implementation of the programme.

Imphal, November 03 2011: The decision of the state government to absorb 502 personnel of Excise Department into the Disaster Response Force with immediate effect has not gone down well among the aggrieved Excise personnel who have resorted to cease work strike from today demanding review of the order. On October 29 last, Commissioner (Excise), Government of Manipur Sumant Singh reportedly issued a re-deployment order of 502 personnel from Excise Department to Relief and Disaster Management Department. However, the Excise personnel came to know about the re-deployment order only yesterday. On learning about the re-deployment order, Excise personnel deployed in various check posts in different parts of the state left behind their respective place of duty and converged at the Excise Headquarters located at Lamphel today afternoon. After locking the office rooms and the gate, the aggrieved Excise personnel also staged an impromptu protest demonstration demanding review of the redeployment order. Talking to mediapersons on the sideline of the protest demonstration, General Secretary of All Manipur Excise Employees' Welfare Association L Bole pointed out that the decision taken in the Cabinet meeting held on August 27 last was only to utilize personnel from Excise Department in the newly established Disaster Response Force of the Relief and Disaster Management Department. The re-deployment order of the state government is a move to abolish the existing Excise Department, asserted L Bole. He also contended that decision of re-deploying Excise personnel, most of whom are due to retire from service, in an active service like that of Disaster Response Force is illogical. Why can't personnel from Para-military forces and state forces be utilized for an active service like Disaster Response Force, the General Secretary questioned.

Imphal, November 03 2011: CPI (M) General Secretary Prakash Karat Thursday said the BJP and the Congress are capitalist political parties who want to institutionalise corruption and the present situation in the State of Manipur is the by product of these two national parties. Karat was speaking at a public meeting on 'Prevailing situation of Manipur and Role of CPI (M)' at Gandhi Memorial hall here today. Karat said he will report the present woes of the people of Manipur to the party leaders. He said India is now a corruption ridden country. He also said the BJP and the Congress are capitalist political parties and the situation here in Manipur is the creation of these parties. Many BJP and Congress leaders are now in different jails on corruption cases, he said. The repeated increase in petroleum prices in a very short period in the State as well as in the country is because of SPF Government of Manipur and UPA Government at the Centre, Karat alleged. They are responsible for the current skyrocketed prices of essential items in the State. The CPI (M) leader also said in the Northeast, particularly Manipur, politics based on ethnic identities. So, development activities cannot be taken up here nor peace will prevail and more and more problems are rising up in public life. Frequent bandh and blockade in the State on national highways have threatened the stomach of the people due to ethnic politics. We must condemn such attitude and practice of the corrupt politicians. Karat said if the Left comes to power, it will challenge the politicians who are practicing ethnic politics. CPI (M) central committee member Noorul Hooda, who was also present at the discussion said since 2008 people have been facing serious economic crisis due to the impact of the capitalist governments throughout the world. In India, economic crisis caused by unemployment, corruption, price hike are result of capitalist ruling. In 64 years of Independence, the Congress has ruled 50 long years and as a result of this 70 per cent price hike is being faced by the people of the country. Congress is responsible for this, Hooda further said. Hooda said that on November 8, the Left party will launch a 'Jail Bharo' rally all over the country to protest against corruption. Sarat Salam, Manipur State CPI (M) unit secretary also attended the meeting. Later in the evening, a press interaction was also held at the Manipur Press Club here with Prakash Karat. He said it is unfortunate that the Jeevan Reddy Commission report in connection with the AFSPA, 1958 has not been tabled in the Parliament till now even after five years of its submission. "In Manipur, the Army is being used in two ways, in counter insurgency operation and also in controlling law and order in the State. We do not agree with such a policy", he further said. Asked about the two-day visit of Union home minister P Chidambaram in the State, Karat said it was useless and meaningless because the Home Minister did not mention a single word about the ongoing economic blockade on national highways.

No fuel for public sale from tomorrow

Imphal, November 03 2011: With transportation of petrol and diesel to Manipur remaining affected following breakdown of Soroghat bridge in Silchar, Assam and the existing stock of fuel fast running out, public distribution of petrol and diesel may ceased from November 5 . According to information received from the lone oil depot of the Indian Oil Corporation (IOC) at Chingmeirong, there were only 301 KL of petrol and 800 KL of diesel in the stock of the oil depot till this morning. In normal public distribution, the existing stock would last for three days only. However, as some quantity of fuel is to be kept in reserve for the security forces who are responsible for maintaining law and order as well as for the VVIPs, it could be said that there is nothing left for public distribution. If there is no possibility of bringing oil within the next couple of days, the oil depot would definitely run dry. In connection with the impending fuel crisis, Minister of Consumer Affairs, Food and Public Distribution N Biren, who is also the spokesperson of the SFP government, has admitted that the situation is indeed very grave. Talking to Hueiyen Lanpao, Biren informed that considering the gravity of the situation, Chief Minister O Ibobi Singh brushed aside the protocol and called on Union Home Minister P Chidambaram at Raj Bhavan late last night to press for central intervention. In the meeting, during which he himself was present, Biren disclosed that three proposals were put forward from the side of the state government. The first proposal was for central intervention in reopening National Highway -2 (Imphal-Dimapur Road) to traffic. The second proposal was immediate repairing of the broken bridge at Silchar or diverting the route and the third proposal was transportation of oil from Guwahati to Jiribam by train and then filling up the oil tankers bound for Imphal. Consequent to this, Union Home Minister P Chidambaram today held a meeting with Assam Chief Minister Tarun Gogoi for about 45 minutes and later has given assurance of making an immediate alternative arrangement for allowing the oil tankers to cross the area where the bridge has broken down, the government spokesperson informed. Biren further informed that he had also met AICC's north east in-charge Faleiro, Chairman of IOC RS Butla, Member of Traffic Railway Board KK Srivastava at Imphal Airport today and pressed for immediate central intervention to bail out the state from the impending fuel crisis. Consequently, Srivastava has assured train service for transportation of petrol and diesel from Guwahati to Jiribam, and it has been agreed that a high level team including General Manager of IOC would go to Jiribam tomorrow for necessary inspection and field work. In addition, Director of Consumer Affairs, Food and Public Distribution Yaiskul would also be leaving Imphal for Silchar tomorrow. Following the meeting between the Union Home Minister and the Assam Chief Minister, the stranded oil tankers have proceeding towards Jiribam after taking a diversion route from Silchar to Jadinga. In all six oil tankers have reached Jiribam by late evening today and more are expected tomorrow, Minister Biren said. Furthermore, the Minister recalled that Union Home Minister expressed strong resentment over lack of progress in the development work being taken by BRO along the National Highways during a joint meeting last night.

Festival controversy: Various social organizations and political parties in Meghalaya today vowed to protest against the Government's sponsored Shillong Autumn Festival organised by Meghalaya Tourism Development Forum (MTDF), which would culminate on a day considered sacred by the Christians, the Sunday of November 6 . Federation of Khasi Jaintia and Garo People (FKJGP), Khun Hynniewtrep Awakening Movement (KHNAM), Ri Bhoi Youth Federation (RBTF) and the Nationalist Congress Party (NCP) of Meghalaya which met at Khasi National Dorbar Hall at Mawkhar in Shillong said that they were deeply hurt by the remarks passed by MTDF members terming the church leaders who had protested the holding of the Shillong Autumn Festival as "anti-secularism", 'fanatics' and "Talibans" . Speaking to the media after the meeting, working president of FKJGP, Joe Marwein said the various churches and the NGOs and political parties like the NCP and KHNAM would like to see that the Sun sets apart with due respect and reverence and mega-festival like the Shillong Autumn Festival should not be held on a Sunday. "We used to call for various agitation programmes and bandhs against the State Government on various issues, but not on Sundays. Earlier, the NCP was the first to protest against holding the festival on a Sunday followed by North East India Christian Council, as the Christian population would be fully engaged in worship services and also to observe the World Sunday School. Meghalaya Tourism Development Forum (MTDF) is determined to hold the festival even on a Sunday to project the rich and colourful cultures of the North Eastern Region at the Shillong Autumn Festival�2011 and grand finale of the festival would be held at the scenic Orchid Lake Resort near against the backdrops of Umiam Lake surrounded by hills and blue sky. Imphal, November 03 2011: Out of the total state plan amount of Rs 3210 crores sanctioned for the current fiscal year, 2011-12, only around 40 percent has been utilized so far even though the fiscal year is due to end in five months' time. On the other hand, the plan proposal of the state for the next fiscal year, 2012-13 is likely to be submitted only after the election to the 10th Manipur Legislative Assembly, which is scheduled to be held sometime in February next. Disclosing this to Hueiyen Lanpao, an official source in the Planning Department, Government of Manipur stated that of the total state plan amount of Rs 3210 crores sanctioned for the fiscal year, 2011-12, only around 40 percent has been utilized so far. This is much below the rate of plan expenditure recorded around this time during last fiscal year. At this current rate of utilization of the plan amount, the state government still far away from the target set by the Planning Commission. Nonetheless, the rate of utilizing the plan amount may speed up soon with various sectors trying their level best to utilize the allotted plan amount, the source asserted. At the time of allocation of the plan amount to different sectors, special thrust was given to development of school buildings and other infrastructures, including setting up of model schools under Education sector, to improve health care facilities and construction of staff quarters in hills and rural areas under Health sector, electrification of all the remote villages by 2013 under Power sector, expansion and development of link roads under Works Department, ensuring potable water supply to all the people by 2012 and increasing food productivity under Agriculture sector. The source further disclosed that the plan proposal of the state of the last fiscal year was finalized and submitted to the Planning Commission in January. But submission of plan proposal for the next fiscal year is not likely to be possible in January this time on account of the forthcoming election to the 10th Manipur Legislative Assembly due sometime in February next year. With imposition of election code of conduct, the plan finalization process would be automatically delayed. But the state government would have to make necessary preparation and keep everything ready, the source added.

Imphal, November 03 2011: Principal of DMC Science, Dr P Ranbir today told mediapersons that there is neither any vacant seats in the college in the B Sc 1st Semester nor are there any students who have not been admitted yet. He also said that he has no knowledge of any students who left the college for study outside the state since no such students have informed the college authority regarding the matter. The last date of admission as advised by the Manipur University was June 25 without fine and July 26 with fine. However the last date was extended to September 24 after a request to the Director of Education (U). Further, the Commissioner in a notification informed that the department will not take any further complaint regarding admission. If even there are 70 vacant seats as claimed by AMSGO is true, there is no provision to allow new students in the vacant seats as there are guidelines of UGC which do not allow replacement after the session begins, he said. Talking about illegal appointments, the post of chowkidar is still lying vacant, the Principal pointed out, adding that had requested the government for appointment to the vacant post of chowkidar again and again. With no positive reply from the government, a chowkidar and a gardener were engaged for Rs 1000 each per month.

Imphal, November 03 2011: Troops of 15 Assam Rifles of 9 Sector under HQ IGAR (S) apprehended one KYKL cadre during an operation launched in general area of Namukhong of Thoubal district yesterday. In a statement, PRO Assam Rifles identified the arrested cadre as no. 708 Pongambam Tomba Singh (47) s/o late Leiren Singh of Naukhong, Thoubal and informed that the apprehendee was subsequently handed over to Yairipok Police Station. The PRO Assam Rifles further informed that in another incident , troops of 31 Assam Rifles of 26 Sector under HQ IGAR (S) launched operation in general area of Khudengthabi of Chandel district and apprehended two individuals along with banned wildlife products yesterday. Identifying the arrested duo as V Rajasekhar (28) and Y Murgesh (21), both sons of Vellaishamy of Moreh Ward no. 3, the PRO informed that 14 kgs of Pangolin shells, two mobile phones and one ICICI bank ATM card were recovered from the apprehendees who alongwith the recoveries have been handed over to Wildlife Department.

Kakching, November 03 2011: Police this morning recovered a Chinese made hand grenade from the campus of the Women Income Generation Centre (WIGC) located at Thoubal Wangmataba under Thoubal Police Station. Oinam Indira who runs the centre while condemning the unfortunate incident said that she had not received any monetary demand or any kind of threat in her career of 15 years since she began WIGC to help poor housewives. Terming the incident unfortunate which came after she appealed to the Election Commission to check around 3000 fake voters registered in the constituency, she said that she came out to contest the ensuing general election against present Chief Minister of Manipur Okram Ibobi. The bomb was found by Indira this morning near the gate of the centre. Expressing suspicion of rival candidates, Indira appealed to the Home Minister of the state to increase security patrol near the campus of the centre. She also said that WIGC is not related with her contesting the election and appealed not to repeat such act in future. The bomb was recovered by a bomb expert team of Manipur police and disposed off safely at around 10.55 am. It may be mentioned that there are many poor women and children living and working in the campus of WIGC.

Imphal, November 03 2011: The North East Cash Prize Tennis Championship organised by Manipur tennis Assn began today at Officers' Club Tennis Court, Lamphelpat. In all nine men's singles matches and one match in veteran above 45 years were played on the opening day.

Imphal, November 03 2011: DG NCC hockey team recorded second consecutive victory in the JN Hockey Tournament with a 6-0 thrashing of Jammu and Kashmir at Delhi today. Nepo scored three of the goals as Becker and Amarjit respectively contributed two and one goal. DG NCC beat Gujarat in its campaign opener on October 31.

Imphal, November 03 2011: The unit Church of 11 Assam Rifles defeated host Emmanuel Baptist Church Men Fellowship team in straight sets to wrest the title of the Inter-town Churches men Fellowship volleyball tournament, which concluded today at Mini Stadium, Tamenglong HQs. The closing function of the tournament participated by 12 teams was held with Tamenglong SDO TK Simte, Rev RK Liangcham and ZBCC general secretary Dr NH Adui as the chief guest, president and guest of honour respectively. Chaengdai Namjuan Prayer Fellowship secured the third position while ITS (B) was declared the best discipline team and RK Ramphungdi of EBC (C) adjudged the best player.

Imphal, November 03 2011: The 55th Sir Churachand Singh, KCSI, CBE Memorial Football Tournament, 2011 began today at Mapal Kangjeibung, Imphal with IFCD Minister N Biren as Chief Guest. The All Manipur Football Association (AMFA) is organising the greatest football tournament of the state which draws attention of many reputed football clubs of the country. AMFA President Arambam Santoshkumar presided over the inaugural function. The first match of the tournament was played today with DMRAO and YOSC locking horns for their survival since the tournamen is being held on knock out basis. YOSC players displayed tactical skill and outplayed DMRAO according their first win with a goal margin of 4-0. The first quarter of the match showed some tough fight between the two teams. However, YOSC players skilfully dominated over their opponent and registered their first goal in the 33rd minute by Moses Jajo. It was followed by another goal from his teammate Thotreichan M in the 37th minute. The other two goals were scored by O Ajay and K Luckychand in the 41st and 69th minutes of the match. On the other hand, DMRAO failed to score any goal which resulted in their ouster from the tournament. Ng Prakash of DMRAO was issued a yellow card dor his unsporting behaviour. UBSA and ESU will play the first match tomorrow at 12.05 pm while JSYC and KYVO will lock horns for their seats in the tournament in the second match at 2.00 pm.
