On the third day of the public information campaign (PIC) being carried out by PIB Imphal Office as part of the Bharat Nirman programme of the Centre, a discussion on Right to Information Act was facilitated at Malom Community Hall here today.
Giving the introductory speech, Deputy Director General of PIB Guwahati B Narzary said Right to Information Act would ensure not just transparency and accountability in the governance of the State, but it would also put an end to corruption.
Speaking as resource person during the discussion session, editor of ISTV K Modhumangol noted that although Right to Information Act promises accessibility of the people to the information of the various Government Departments and other administrative machineries, the State Govt has not been implemented the Act in Manipur successfully.
Former Assistant News Editor of All India Radio Seram Mangi was the moderator of the session and he described in detailed on how to get the required information being sought from the authorities concerned.
On the second day yesterday, Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was discussed yesterday with Chief Town Planner of Government of Manipur N Gitkumar Singh as resource person and Editor of Ereibak Irengbam Arun as moderator.
N Gitkumar Singh had stated that preparations of the Imphal City development Plan under JNNURM would be completed by October this yea and the public consultation process of the same have already been started.
While pointing out that the population of Imphal city is being projected to be 6 lakhs 27 thousands approximately by 2011, Gitkumar said the population growth is being kept in the mind of the planners in preparing the City development Plan.
Answering questions during the interaction session, Gitkumar informed that a solid waste management plant is coming up shortly at Lamdeng Khunou.
About community participation in city development, he said enforcement of public participation law is under active consideration of the State Government.
The other information given by the resource person include starting of mapping of Imphal City, preparation for establishment of e-governance for Imphal Municipal Council, plan for development os six other towns namely Thoubal, Kakching, Moreh, Bishnupur, Moirang and Jiribam.
