No doubt, Manipur Human Rights Commission (MHRC) has been extending relief to many persons whose rights have been either denied or deprived by way of making recommendations to the State Govern- ment and authorities concerned, but who would come to the rescue of the right panel if their rights are denied? And all the more so if the �victim� happens to the Chairman of the Commission himself.
It is rather interesting to note that Chairman of the right panel Justice (retired) WA Shishak has not been paid his salaries by the State Government since he assumed office on September 3, 2003.The reason for this is said to be State Government�s failure to publish the service rules of the Chairman and other panel members till date.
Before joining the Commission, Justice Shishak was offered the post of Chairman of Madhya Pradesh Human Rights Commission.
But he declined the offer as he had only wanted to work for his home State.
Members of the Commission were reportedly not happy while discharging their duties because of the State Government�s failure to frame the service rules as well as for not appointing Director of Investigation, Registrar, Media Officer and a full-fledged secretary of the Commission despite several reminders.
