Giving the key note address of the function, Commissioner of Art and Culture, Government of Manipur P Bhorot recalled that the first Bhagyachandra National Festival of Classical Dance was hosted in Manipur by the Government during the time of Chief Minister RK Joychandra in 1989 at Kangla Fort.
Although it was initially decided to make the festival a biennial event, the same could not be accomplished due to certain inconveniences of the Government.
So the event is now being organised triennially.
In his address, Chief Minister O Ibobi Singh observed that there should be no worry over development of the historical places in Manipur as the Union Ministry of Tourism is ready to provided all the required fund.
All that is required is to submit detailed report of the projects to be implemented and executed them properly.
He also expressed desire for construction of a gallery having sitting capacity for atleast 1400/1500 people at one time attached to the present Shri Shri Govindajee Temple complex at Kangla where the festival is being hosted.
Artistes of JN Manipur Dance Academy presented Maha Raas at the occasion.
